Commissioner Johns stated she did think this would be the right funding source for this project. <br />She questioned if this expenditure could reduce funding for projects within Ramsey. <br /> <br />Chairperson Cook stated the first year the funds were taken from the Lawful Gambling Fund <br />because it was a way to finish the pool. At that point, it was capital improvement. Then when <br />Anoka offered a three-year contract for $12,000, it became a programming versus capital <br />contribution. <br /> <br />Commissioner Johns questioned if the Parks and Recreation Commission could approach RYAA <br />and make a joint contribution since they have taken on the responsibility for programming. <br /> <br />Parks/Utilities Supervisor Boos said that RYAA represents a large block of young families. <br />They would have the pulse on where the residents prefer the money is spent. Anoka is asking <br />that Ramsey decide by February. They are willing to make a presentation to the Commission and <br />City Council if requested. <br /> <br />Commissioner Olds inquired if it can be a Public Heating. <br /> <br />Parks/Utilities Supervisor Boos replied that if the Commission chooses to conduct a Public <br />Hearing, the Council should approve it. He explained there is a defined process to having a <br />Public Hearing and a cost associated with it. <br /> <br />Commissioner Johns stated she is pleased to have the ability to offer the reduced rate. The <br />programs are being used, she added. She agreed with Chairperson Cook that is it a capital <br />improvement issue. <br /> <br />Commissioner Olds asked what the rates for the pool are for nonresidents. <br /> <br />Commissioner Johns explained the reduced rate is strictly for lessons and season passes. <br />Otherwise, the daily rate is the same across the board. <br /> <br />Commissioner Olds asked if the funding is available for capital improvements, whether this <br />would be a good place to put it. <br /> <br />Commissioner Johns pointed out there is also a city-wide recreation-type fund. <br /> <br />Chairperson Cook indicated that would also be capital money. He stated there is not enough <br />money in the budget to buy down rates for the residents. He said he wasn't aware of any other <br />case where the rates are bought down. <br /> <br />Parks/Utilities Supervisor Boos questioned if there would be less Ramsey residents using the <br />pool if they had to pay a few more dollars per year.
