Chairperson Cook noted the capital improvement monies are always fight, and Ramsey's park <br />needs cannot always be met. <br /> <br />Commissioner Olds said the savings would be $8 per season pass. This $4,000 annually could be <br />spent in other areas of the Park and Recreations Department. <br /> <br />Motion by Commissioner LaMere, seconded by Commissioner Olds, to decline the offer from <br />Anoka regarding the City of Ramsey providing $4,000 toward the fund of the Anoka pool for the <br />year 2002. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners LaMere, Olds, and Johns. <br />Voting No: None. Absent: Commissioners Ostrum and Rolfe. <br /> <br />Chairperson Cook requested that if the City Council doesn't agree with this recommendation, <br />that the funding does not come from the capital improvement funds. <br /> <br />Parks/Utilities Supervisor Boos suggested that be added as a condition if the Council makes a <br />motion. He stated that the Commission is receptive to hearing from the City of Anoka after the <br />next season to evaluate the situation. The Commission will take into account the residents' <br />preferences as well. <br /> <br />Case #1: Recommend Park Dedication for the Birch Hills Lodges <br /> <br />Parks/Utilities Supervisor Boos stated that on November 5, 2001, the Planning Commission <br />recommended On'in Thompson Homes proceed to the Preliminary Plat stage for their proposed <br />Townhome project. The site is the approximate 15 acres East and adjacent to Solstice Park. One <br />of the issues resolved is that the proposed cul-de-sac off from Sunwood Drive be a public <br />through street connecting to the Lord of Life Church's apartment to the south. <br /> <br />John Aune from Orrin Thompson stated they are proposing to establish a park of 1.4 acres. The <br />ballfield is 200 feet. He said the general site plan is designed to provide a buffer on T.H. 47 and <br />to establish a buffer along the existing homeowners' properties. The homeowners are in favor of <br />this. He further stated there are a number of nice trees and they will attempt to save as many as <br />possible. The Planning Commission was concerned that the landscaping of the park and our area <br />should be done together to save the city some costs. He said that typically, they would work on <br />the first four or five buildings, and the following year work on the remaining buildings. He <br />explained they would try to grade the entire park and complete all the landscaping initially. He <br />indicated that half of the utilities would likely be done at a time, though this would not disturb <br />the park. The original plan called for a trail to be on the eastern boarder, but that is proposed to <br />be changed, with the trail connection now to be along the southern border. He stated they will try <br />to find a site to move trees to while some of the utility work is being done. <br /> <br />Chairperson Cook clarified that this is an expansion of Solstice Park and Orin Thompson is <br />proposing a ballfield on it that they would do with the grading of the site. <br /> <br />Park and Recreation Commission/November 15, 2001 <br /> Page 4 of 12 <br /> <br /> <br />
