Mr. Aune stated that with the donation of the property for the park and the ballfield, they hoped
the park dedication fees would be waived.

Chairperson Cook confirmed that Orrin Thompson would move any trees possible and reuse
them.

Mr. Aune said they do often attempt to do this; it is a cost advantage to them to reuse the tree.

Chairperson Cook asked why the trail was moved from the east to the south.

Mr. Aune stated it was recommended to be to the south by the Planning Commission.

Parks/Utilities Supervisor Boos stated that the Park Commission has talked about the ballfield as
a playfield. It won't have organized ball games but would be more for family use. Some
questions to ask are: Is 200 feet big enough; is the orientation acceptable, etc. He said he hasn't
'run' the numbers to see what part of this proposed park space meets the minimum park
dedication requirements. He asked what the dimensions are of the proposed field.

Mr. Aune replied 1.4 acres.

Parks/Utilities Supervisor Boos stated that area that goes beyond the 200-foot area to the North
could be reduced, providing some cash for improvements. Staff has not seen the half court
proposal before tonight, but thought it may be a good addition if the developer was constructing
it if the entire 1.4 acres were accepted for dedication.

He questioned if when Mr. Aune said there would be no tree loss, if he meant the white oaks by
the homestead. Most of the scotch pine would be lost in the middle of the development.

Mr. Aune confirmed this. He added that everything inside the homes would be irrigated.

Commissioner Olds suggested that since Solstice Park was just irrigated, the Commission should
ask if that part could be done with the new piece.

Parks/Utilities Supervisor Boos noted that the 10% park dedication is minimum. The
Commission could recommend more that that. At Sunfish and County Road 116, the
Commission recommended there be some open space in that development and the residents can
develop it they please.

Commissioner Johns stated that with 84 multi-family units, there could be a number of kids. She
expressed concern that Solstice Park is not a large park.

Mr. Aune responded that the demographic is people younger than 30, single or just married. The
likelihood is that there will not be many kids. Referring to the basketball court, he also
mentioned that there is no off street parking, so it won't be used that much.

Park and Recreation Commission/November 15, 2001
Page 5 of 12
