Parks/Utilities Supervisor Boos said there are a couple of existing backstops in our grass
playfields. People are more inclined to use the area if there is one. He stated he anticipates that
if the first half is irrigated and not the back half, the back half will eventually need to be irrigated.

Mr. Aune confirmed that the landscape issues have to be agreed upon.

Commissioner Johns stated the trail connection is the right idea. She said that electric and water
should be stubbed in. She felt that the backstop should be installed and the trail should be paved
along the existing South lot line to Solstice.

Commissioner Olds questioned the difference in grade from the lot line to the ballfield.

Parks/Utilities Supervisor Boos said a 2% grade on a playfield is fine, and anticipates the grading
will be satisfactory.

Chairperson Cook mentioned that the ponding area at the Northwest comer of the plat is low.

Parks/Utilities Supervisor Boos noted it will be lower than the existing road.

Mr. Aune questioned what the Commission preferred would be done with the parcel outside the
playfield.

Chairperson Cook said that the land should only be taken if the city gets the benefit of some
improvement. It would be worthwhile to get park land that could be useable.

Mr. Aune suggested a half court basketball could be possible. He added that a backstop could
not be provided at the same time, however.

Parks/Utilities Supervisor Boos indicated there would be some expense for this.

Commissioner Olds asked where the hydrant would be when the water is stubbed in.

Parks/Utilities Supervisor Boos replied that it would be at the end of one of the driveways.

The Consensus of the Commission was that the developer and staff should take the direction of
the Commission and bring back a proposed park and trail related agreement.

Case #2: Recommend Playground for River's Bend Park

Parks/Utilities Supervisor Boos stated that the playground vendors have their proposals in for the
playstructure replacement for River's Bend Park. This project is funded with depreciation
earnings. The playground does not currently meet Consumer Product Safety Commission
guidelines. The older parks are in the process of being refurbished, and new parks are being
added. The total project cost for this is $50,000. The Commission already approved advertising
the used equipment as surplus, with the proceeds being directed back to the park. On November
27, the Finance Committee will receive the numbers.

Park and Recreation Commission/November 15, 2001
Page 7 of 12
