Voting No: None. <br /> <br />Case #2: Burning Permit Fees <br /> <br />Director of Public Works/Fire Chief Kapler stated that at the last Public Safety Board meeting, <br />the issue of changing the fees for open burning permits was discussed. Mr. Kapler requested that <br />the Board review the proposed changes and make a recommendation to the Council. He <br />explained that the current open burning policy is that the permit fee is based on volume, but staff <br />has informally dropped that policy and has been charging a fiat $20 fee. He recommended that <br />the policy officially be changed to the flat $20 fee. <br /> <br />Sergeant Way inquired if there is a size limit on the $20 permit. <br /> <br />Director of Public Works/Fire ChiefKapler replied that the fire could be no larger than ten feet in <br />diameter. <br /> <br />Sergeant Way inquired if there will be an option for someone who needed a larger burn. <br /> <br />Director of Public Works/Fire Chief Kapler recommended having two fees, the $20 for <br />residential and for conqmercial properties a fee to be determined by the Fire Chief. <br /> <br />Chairperson Anderson suggested that the commercial fee be based on cubic yards or cubic feet <br />and then have three tiers. <br /> <br />Motion by Board Member Pearson, seconded by Board Member Gamec, to recommend that the <br />City Council change the burning permit fee to $20 for residential and charge the current volume <br />rates for commercial and industrial properties. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #3: Water/Ice Rescue Equipment <br /> <br />Director of Public Works/Fire Chief Kapler stated that Ramsey's capital equipment schedule <br />includes $5,000 for a boat, motor, and trailer for the purposes of water and ice rescue. Ramsey <br />Fire has recently inquired about acquiring a "Zodiac" boat from the DNR for a cost of $100, <br />because the boat was considered excess inventory. The Lions group has donated five ice rescue <br />suits, helmets, personal floatation devices, and rope. Mr. Kapler requested that the Board discuss <br />the pm'chasing of an outboard motor and trailer. <br /> <br />Chairperson Anderson stated that in addition to the "Zodiac" boat he would recommend the City <br />purchasing a johnboat because it would provide a platform for the rescue team to work on a <br />victim, if necessary, as well as the fact that they can easily be placed into the water without a <br />boat landing. <br /> <br />Public Safety Board/October 25, 2001 <br /> Page 2 of 4 <br /> <br /> <br />
