Director of Public Works/Fire Chief Kapler stated that the question has been why should the City
purchase this type of equipment when the County has the equipment available, but the County
would respond similar to a paid on-call fire fighter, which could be a significant delay in a rescue
effort.

Chairperson Anderson replied that the County is primarily used for underwater recovery not
rescue efforts. To consider the County as a rescue service would be a disservice to the City.

Sergeant Way inquired as to what type of motor would be purchased.

Director of Public Works/Fire Chief Kapler replied that it would be his opinion that a 25-hp
motor would be adequate.

Motion by Chairperson Anderson, seconded by Board Member Kurak, to recommend that the
City Council purchase the zodiac, an outboard motor, trailer and an appropriate size jolmboat in
an amount not to exceed $5,000, as budgeted for 2001.

Motion carried. Voting Yes: Chairperson Anderson, Board Members Kurak, Gamec,
Lewandowski, and Pearson. Voting No: None.

Case #4: Aerial Ladder Truck Purchase

Director of Public Works/Fire Chief Kapler stated that the City of Ramsey's preliminary 2002
budget includes the purchase of an aerial ladder truck. It is the Fire Chief's opinion that the truck
is required to adequately protect the taller buildings that have been and are proposed to be built
in Ramsey. The truck also assures firefighters as safe a working environment as possible when
working at high elevations.

Chairperson Anderson stated that purchasing the aerial ladder truck would keep the City from
having to put their firefighters at unnecessary risk.

Board Member Pearson inquired if there will be adequate room for the truck in either of the fire
stations.

Director of Public Works/Fire Chief Kapler replied yes, noting that the truck will be stored at the
City Hall fire station.

Motion by Board Member Pearson, seconded by Board Member Lewandowski, to recommend
that the City Council purchase the aerial ladder truck as part of the 2002 budget.

Motion carried. Voting Yes: Chairperson Anderson, Board Members Pearson, Lewandowski,
Gamec, and Kurak. Voting No: None.

Public Safety Board/October 25, 2001
