CC Regular Session 7. 3. <br /> Meeting Date: 05/10/2022 <br /> Submitted For: Bruce Westby,Engineering/Public Works <br /> By: Joe Feriancek, Engineering/Public Works <br /> Information <br /> Title: <br /> Adopt Resolution#22-103 Accepting Bids and Awarding Contract for 2022 Neighborhood Pavement Overlay <br /> Improvements, Improvement Project#22-04 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#22-103 Accepting Bids and Awarding Contract for 2022 <br /> Neighborhood Pavement Overlay Improvements, Improvement Project#22-04. <br /> Background: <br /> City Improvement Project 22-04 proposes to overlay the streets within the Sunfish Lake Business Park 2nd, <br /> Sunflower Ridge, Tiger Meadows, and The Ponds of Ramsey subdivisions. The streets total approximately 14,200 <br /> (2.69 miles) in length,vary in width between 32 and 42 feet wide, and are urban sections. A street segment <br /> summary is attached to this case. <br /> Project History <br /> •2022—2031 Capital Improvement Program—listed as street overlay for 2022 <br /> •Resolution#21-194, adopted July 13, 2021; City Council ordered the City Engineer to request proposals for <br /> Topographic Survey for 2022 Pavement Management Program project. <br /> •Resolution#21-224, adopted August 10, 2021; City Council awarded a proposal to Hakanson Anderson for <br /> Topographic Survey of the project area. <br /> •Resolution#21-306, adopted October 26, 2021; City Council ordered the City Engineer to prepare plans and <br /> specifications for the improvement project. <br /> •March 15, 2022; Public Works Committee gave recommendation for City Council approving plans and <br /> specifications and authorizing advertisement for bids for 2022 Neighborhood Pavement Overlay <br /> Improvements, Improvement Project#22-04. <br /> •Resolution#22-075, adopted March 22,2022; City Council approved plans and specifications and authorized <br /> advertisement for bids. <br /> •May 2, 2022; Staff publicly opened bid proposals. <br /> Pavement History <br /> The streets within the subdivisions were generally built between 2002 and 2003. Pavement maintenance has <br /> included 2 crack seal/seal coat improvements. 2021 PASER values were 7 for all street segments. Ground <br /> Penetrating Radar(GPR)was performed on some of the street segments within the project area, and are <br /> summarized in the street segment summary. <br /> Proposed Improvements <br /> Staff reviewed the existing pavement sections and recommends mill and overlay improvements for these pavement <br /> sections. The proposed mill and overlay will very between 1.5 and 2 inches thick, dependent upon the existing <br /> pavement thicknesses. <br /> Staff review found the existing pedestrian ramps within the project area did not meet current ADA requirements, <br /> therefore all pedestrian ramps within the project area will need to be removed and replaced.
