North Valley, Inc. $7321929.10 <br /> Asphalt Surface Technologies Corp. $7631107.89 <br /> Rum River Contracting $7801306.82 <br /> Omann Brothers Paving Inc. $795,369.07 <br /> Northwest $8431723.40 <br /> Park Construction Company $869,855.40 <br /> Engineer's Estimate 1$717,414.00 <br /> The bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of$732,929.10 for the total bid for <br /> construction of said improvements in accordance with the approved plans and specifications and advertisement for <br /> bids, is the lowest responsible bid. Adding indirect costs in the amount of 14-percent for administrative, <br /> engineering, finance and legal costs,brings total project costs to $835,539.17. <br /> Per the final plans and specifications, estimated construction costs were $717,414.00. After adding 14-percent for <br /> indirect costs, estimated project costs totaled$817,851.96. <br /> The low bid is 2-percent more than the engineer's estimate,primarily due to higher than estimated bituminous <br /> pavement and concrete costs. <br /> Funding for this improvement is proposed to come from Pavement Management Funds, Stormwater Utility Funds, <br /> Sanitary Sewer Utility Funds. Sanitary Sewer Utility Funds will be reimbursed through an Inflow&Infiltration <br /> Grant. <br /> • Street Project Costs $812,304.75 <br /> • Storm Sewer Project Costs $ 21,328.94 <br /> • Sanitary Sewer Project Costs $ 1,905.48 <br /> •Total Project Costs$835,539.17 <br /> Hakanson Anderson proposes to provide construction staking in a total not-to-exceed amount of$4,700.00. These <br /> costs are included in the 14-percent indirect costs. Staff feels these costs are reasonable based on the scope of the <br /> proposed improvements and required staking and recommends accepting the proposal,which is attached for <br /> reference. Staff only requested a construction staking proposal from Hakanson Anderson since they provided the <br /> topographic survey for this project. This means they already have the topographic survey and control point data for <br /> this project that will allow them to start work immediately without transferring data and ensuring they are using the <br /> correct elevation datum to avoid staking errors,which can happen if different engineering firms provide <br /> topographic survey and construction staking. Using one engineer for both services typically also results in lower <br /> fees. <br /> City Staff proposes to administer and inspect construction. <br /> Plans and specifications were prepared in-house as part of Staff s normal duties. <br /> Outside costs incurred to date as engineering indirect costs include: <br /> • $1.500.00 for Hakanson Anderson to collect topographic survey <br /> Recommendation: <br /> Staff recommends Alternative#1. <br /> Outcome/Action: <br /> Motion to adopt Resolution#22-103 accepting bids and awarding a construction contract for 2022 Neighborhood <br /> Pavement Overlays, Improvement Project#22-04,to North Valley, Inc. for the bid in the amount of$732,929.10. <br />
