Advertisements were published in the Anoka County Union Herald and in Finance and Commerce on April 1 and <br /> April 8, 2022. Bids were also advertised on-line on Quest CDN. <br /> Staff does not mail letters to property owners for crack seal improvements since the work occurs quickly and has <br /> little to no impact to the traveling public or abutting properties, and because Staff rarely receives calls or questions <br /> from the public regarding crack seal projects. Engineering Staff maintains a project webpage,which will be <br /> updated as new information is made available throughout the project. <br /> Time Frame/Observations/Alternatives: <br /> Alternative#1 —Motion to adopt Resolution#22-105 accepting bids and awarding a construction contract for 2022 <br /> Crack Seal Improvements, Improvement Project#22-08, to Northwest Asphalt&Maintenance in the amount of <br /> $1081779.90. <br /> Alternative#2—Motion to deny adoption of Resolution#22-105 at this time. <br /> Funding Source: <br /> Bids were advertised in the Anoka County Union Herald and in Finance and Commerce on April 1 and April 8, <br /> 2022. On May 2,2022, a total of five (5)bids were received, opened, and tabulated, and the following bids were <br /> found to comply with the advertisement for bids. <br /> CONTRACTOR TOTAL BID <br /> Northwest Asphalt&Maintenance $1081779.90 <br /> Midwest Asphalt Maintenance LLC 113,145.50 <br /> National Industrial Maintenance $1521476.70 <br /> Asphalt Surface Technologies Corp. $1681858.50 <br /> Allied Blacktop Company $269,840.00 <br /> Engineer's Estimate $1241 242.00 <br /> The bid of Northwest Asphalt&Maintenance of Thief River Falls,Minnesota, in the amount of$108,779.90 for <br /> the total bid for construction of said improvements in accordance with the approved plans and specifications and <br /> advertisement for bids, is the lowest responsible bidder. Adding indirect costs in the amount of 14-percent for <br /> administrative, engineering, finance and legal costs brings total project costs to $124,009.09. <br /> Per the final plans and specifications, estimated construction costs were $124,242.00. After adding 14-percent for <br /> indirect costs, estimated project costs total $141,635.88. <br /> The low bid is 12.4-percent less than the engineer's estimate. <br /> The City annually budgets $200,000 for crack seal and pavement rejuvenator improvements. Staff recommends the <br /> remaining $75,990.91 of the budgeted funds be spent on a 2022 pavement rejuvenation project. <br /> City Staff will administer and inspect construction. <br /> Plans and specifications were prepared in-house as part of Staff s normal duties. <br /> Recommendation: <br /> Staff recommends Alternative#1. <br /> Outcome/Action: <br /> Motion to adopt Resolution#22-105 accepting bids and awarding a construction contract for 2022 Crack Seal <br /> Improvements, Improvement Project#22-08,to Northwest Asphalt&Maintenance in the amount of$108,779.90. <br />
