On the proposed site plan, approximately 65% of the front <br />fagade is meeting this requirement. The TC-1 District requires buildings to be 2'-5 stories in <br />height. The sire plan is proposing a three-story office building. <br /> <br />The grading, drainage, and utility plans will need to be revised in accordance with the City Staff <br />review letter. Staff received a revised Grading and Drainage Plan on October 6, 2005, and will <br />provide comments at the Council meeting. <br /> <br />The office building is proposing to derive access from Sapphire Street and be served'by a surface <br />parking lot behind the building. Staff is recommending that the parking lot serve as an east-west <br />connection between Sapphire and Rhinestone Streets. More discussion on street issues can be <br />found [n the preliminary plat case~ <br /> <br />Ciw, Code states that office uses-within the Town Center are required to provide a minimum of 3 <br />parking stalls per 1,000 square feet, and that retail uses must provide 4 parking spaces per 1,000 <br />feet. With a proposed 6,000 square feet of retail use and 45,829 square feet of office space, City <br />Code requires a total of 161 parking spaces for this building (137 for the office portion and 24 for <br />the retail portion). !.39 parking spaces are provided on-site, in addition to 20 on-street spaces. <br />The surface parking behind the building is proposed to contain 316 parking spaces when fully <br />constructed. Parking requirements for the entire block will be re-evaluated as site plans for the <br />two remaining buildings come forward. <br /> <br />The Town Center has specific architectural and site development standards, per the Town Center <br />Development Guidelines. On September 21, 2005 the Town Center Technical Advisory <br />Committee (TCTAC) reviewed the proposed site plan according to these guidet/nes. The TCTAC <br />was generally supportive of the proposed site plan, with a few minor modifications. A <br />recommendation was made to use a material other than stucco for the base of the building. <br />Calculations must also be submitted on Re percentage of glass and brick coverage on the <br />proposed building. The Planning Commission agreed with the recommendation to use a material <br />other than stucco. <br /> <br />The landscaping plan is generally acceptable in accordance with comments outlined in the City <br />Staff review letter. <br /> <br />The applicant is requesting permission from the City Council to being footings and foundation <br />work on the site prior to receiving final site plan approval. Staff is supportive of this request, <br />contingent on submi~al of a revised ~ading and drainage plan that is acceptable to the <br />Engineering Department. <br /> <br />The Planning Commission recommended approval of the preliminary site plan. <br /> <br />-156- <br /> <br /> <br />
