City Engineer Westby stated that staff continues to monitor the methods used by other <br />communities to replace sealcoating and review available data related to pavement maintenance. <br />5.02: Receive Updates on Temporary Signal System on Highway 47 at McKinley Street <br />City Engineer Westby provided an update on a temporary signal system under construction at the <br />intersection of Highway 47 and McKinley Street in the City of Anoka. <br />Chairperson Riley commented that traffic already backs up on Highway 47, therefore placing a <br />stoplight to stop traffic will not help traffic get out of Ramsey. He stated that he spoke with Bolton <br />and Menk and MnDOT and is not getting the same story that staff is getting. He stated that <br />MnDOT has stated that they are putting the light in because of Highway 10 construction and that <br />the light is temporary and that it was a MnDOT decision. He stated that no one has mentioned the <br />legislation that was brought up in the staff presentation. He commented that it is frustrating that <br />Anoka and MnDOT are not including Ramsey in the discussions. <br />Councilmember Musgrove asked if TH 47 was just redone noting that she would think corridor <br />improvements would have been considered at that time. <br />City Engineer Westby stated he believed that an overlay was recently completed on a portion of <br />Highway 47 to extend the life of the road until the railroad crossing can be reconstructed. He noted <br />that the ultimate plan is to reconstruct the section of Highway 47 from the railroad crossing to <br />Bunker Lake Boulevard in conjunction with the proposed railway crossing grade -separation <br />project, but those projects cannot move forward until the Highway 10 project is completed in <br />Anoka. He noted that there are still discussions on whether that section will be four lanes, two <br />lanes of traffic in each direction, or three lanes which would have one lane of traffic in each <br />direction and a center turn lane. <br />Chairperson Riley appreciated that staff reached out to the City of Anoka but was disappointed <br />that Ramsey continues to be left out of the loop. <br />City Engineer Westby commented that he continues to stay in touch with Anoka city staff. He <br />noted that he will add this item to the future topics calendar to ensure continued updates. <br />6.
