Councihncmber Strommen noted that the City subtly discourages flexibility because the burden <br />is on thc developer to put together a proposal. If it is stated that the flexibility will be allowed as <br />long as lh¢ standards are met, that flexibility is more openly encouraged. <br /> <br />M r. l:cilbld noted the presentation by Mr. Thompson has proposed a set of qualities. He advised <br />that this group should discuss those qualities and whether there are places in the community <br />where they absolutely want to see those qualities, places where they want to encourage those <br />qualities, and places where it may not be appropriate to have those qualities. He advised this <br />exercise of updating the Comprehensive Plan is not likely to go to the degree of applying the <br />tools tbr these qualities, but will lay the foundation that allows it to happen. The direction the <br />next time this group meets should be to determine what qualities they have heard that they want <br />included in the Comprehensive Plan and where those qualities should be included in the <br />(~t)mprehcnsive Plan. <br /> <br />Mayor Gamec stated regarding retail nodes, most retailers would like 15 to 18 units per acre, and <br />cannot survive on 300 homes in a development. There are a lot of nice concept ideas from <br />places like South Carolina, but the climate in Ramsey is much different, and they need to look at <br />this realistically. <br /> <br />Mr. Fcifcld indicated Hoisington Koegler and staff will work through some of the practical <br />issues, and how to take the qualities that have been discussed and bring them to life in Ramsey's <br />setting. <br /> <br />C(mnnunity Development Director Trudgeon stated there have been a lot of difficulties for the <br />Council, Planning Commission, and staff in dealing with the growth and the existing <br />Comprehensive Plan. If this Comprehensive Plan is completed in the same way with hard lines <br />they will likely be discussing whether situations apply to the plan in a couple of years. An <br />option to this would be to create a Comprehensive Plan with flexibility built within it. <br /> <br />Councilmembcr Jeffi'ey suggested information be obtained from a community or city similar to <br />I~amscy in relation to climate, size and issues that has implemented a land use plan similar to <br />what has been presented. He stated he would like to look at the process the community went <br />d~'ough in the land use planning. <br /> <br />~h'. f.'cil'cld indicted there are some community examples that can be brought to the next <br />meeting. <br /> <br />Commissioner Van Scoy stated although it is good to look at flexibility, there has been a lot of <br />concern expressed about density and transitioning. When he looks at this plan it advocates <br />increasing density above and beyond what they are looking at now. The question is whether the <br />infrastructure can handle that and what it will do to the tax base. He would envision this concept <br />being uti lizcd as a small unit PUD, but not throughout the entire City. <br /> <br />Mr. 1,'cifcld explained this concept would not necessarily be applied everywhere in the City.
