Thc consensus of the Council and Planning Commission was to direct staff to continue exploring <br />thc ideas and concepts of Plan D and to further discuss the concept and additional information at <br />thc next meeting. <br /> <br />5) l'rcsentation on transportation system analysis and future forecasts <br /> <br />Chris Chromy of Bolton & Menk provided a presentation on the transportation system analysis <br />~md fi~ture forecasts, including the following information regarding keys to transportation <br />SI_ICCCSS ~ <br /> <br /> · Land use and transportation relationship: <br /> o Compliment and support each other <br /> o Addressed in each development and redevelopment proposal <br /> · Ictmctional Classification: <br /> o Rccognizes travel in network of roadways <br /> o Defines the primary role in the roadway network <br /> o Classifications: Principal Arterial Roadway, Minor Arterial Roadway, Major <br /> Collector Roadway, Local Collector Roadway, <br /> · Recognize Roadway Capacity <br /> <br />Mr. Chromy reviewed the 2003 Volume to Capacity Evaluation and presented the following <br />inlbrmation: <br /> · Current Roadway System: <br /> Connectivity/Continuity Needs <br /> o Capacity hnprovements <br /> System hnprovements <br /> Tral'fic Forecasting <br /> Methodology <br /> o Traffic Volumes <br /> 2030 Volume to Capacity Evaluation <br /> <br />Commissioner Shepherd questioned why there are only two crossings over the Rum River, which <br />tzattscs tral'fic to be funneled along Bunker Lake Boulevard or Highway 10 into Ramsey, and <br />lhcn l'unnelcd north. <br /> <br />M~tyor Garnet explained the City had planned a river crossing along 153rd Avenue and had tried <br />~tt one time to have the City of Andover hold out a corridor. Development has occurred and <br />there would be a lot of displacement necessary to create that crossing. <br /> <br />Pvh'. Chromy indicated Ramsey is a unique community that has a lot of natural amenities, <br />including the Rum and Mississippi Rivers.
