Notification: Advertisements were published in the Anoka Union Herald and in Finance& Commerce on April 1 and April 8, 2022. Bids were also advertised on-line on Quest CDN. Letters will be mailed to property owners with updates on the project status. Engineering Staff maintains a project webpage, which will be updated as new information is made available throughout the project. Time Frame/Observations/Alternatives: Alternative#1 —Motion to adopt Resolution#22-115 accepting bids and awarding a construction contract for Sunwood Drive and Waco Street Reconstructions, Improvement Project#22-01, to Novco, Inc. for the bid in the amount of$560,896.85. Alternative#2—Motion to deny adoption of Resolution#22-115 at this time. Funding Source: On May 19, 2022 a total of three (3)bids were received, opened, and tabulated and the following bids were found to comply with the advertisement for bids. CONTRACTOR TOTAL BID Novco, Inc. $5601896.85 North Valley, Inc. $568,293.90 i Asphalt Surface Technologies Corp. $70913 80.90 Engineer's Estimate $447,283.25 The bid of Novco, Inc. of Elk River, Minnesota in the amount of$560,896.85 for the total bid for construction of said improvement in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bid. Adding indirect costs for administrative, engineering, finance and legal costs in the amount of 23-percent brings total project costs to $689,903.13. Per the final plans and specifications, estimated construction costs were $447,283.25. After adding 23-percent indirect costs, estimated project costs totaled$509,902.91. The low bid is 25-percent more than the engineer's estimate. The engineer's estimate reflects bid item unit costs from early year projections. Because this estimate was calculated prior to opening bids on other City improvements, Staff did not adjust the unit costs based off of the more recent data. In addition to the higher than estimated bituminous pavement,hauling, and aggregate base construction costs observed with earlier bids,the bid prices received for this project for mobilization of equipment and iron also increased significantly.
