She stated the regular Boards <br /> and Commissions policy was due to come back soon so she would be sure to include that. She <br /> stated under Partial Terms, the first step would be to go back to the recruitment file to see if there <br /> is a viable candidate that could be considered. She asked what would happen if there were more <br /> applicants than there were vacancies. She referenced the email she had forwarded on April 14, <br /> 2022 and another today where there was a response from the Chief Judge saying he wants the City <br /> to establish a separate interview panel and process. She stated she knew the Council wasn't in <br /> favor of that but it is a question she had to ask. <br /> Mayor Pro Tem Riley stated there are two minutes left before he will recess this meeting. <br /> Councilmember Howell replied she had a lot of questions and didn't remember getting the email <br /> on April 14, 2022 and asked what happened between April 12, 2022 and April 14, 2022. She <br /> thought more time was needed. <br /> Mayor Pro Tem Riley asked Administrative Services Director Lasher if there was anything else <br /> she wanted to cover quickly but they would come back to the issue Councilmember Howell raised <br /> when they reconvene. <br /> Administrative Services Director Lasher replied no, this is still on the future Work Session to talk <br /> about this on May 24,2022. <br /> RECESS AND RECONVENE <br /> Mayor Pro Tem Riley recessed the meeting at 6:59 p.m. <br /> Mayor Pro Tem Riley reconvened the meeting at 9:02 p.m. <br /> 2.04: Continued Discussions on Developing a Charter Commission Recruitment Policy <br /> (continued) <br /> Mayor Pro Tem Riley stated Administrative Services Director Lasher was about to bring up the <br /> bigger issue with the Judge's email and thought there would be a lot of questions about that. <br /> Administrative Services Director Lasher stated she had sent emails to several city clerks asking <br /> for policy samples and did not get any responses so she thought she would reach out to the Judge <br /> to see if they have any sample policies or insights. She had sent that email well prior to the Council <br /> meeting on April 12, 2022 but did not get a response until April 14, 2022 so the conversation took <br /> place without the Judge's response. She read the email "My preference as Chief Judge would be <br /> for the City to form a committee consisting of part City Charter Commission members, part City <br /> Councilmembers, part City Staff to review applications and make recommendations." She stated <br /> there were more details but that was the main point of the email. She stated prior conversations <br /> City Council Work Session/May 10, 2022 <br /> Page 16 of 32 <br />
