CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />'l'hc P, amsey City Council conducted a City Council Work Session on Tuesday, October 4, 2005, <br />at thc Ramscy Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members ['resent: <br /> <br />Mayor Thomas Gamec <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember A1 Pearson <br />Councilmember Sarah Strommen <br /> <br />Members Absent: Councilmember Todd Cook <br /> <br />Also Present: <br /> <br />City Administrator James E. Sylvia Frolik <br /> <br />('AI,I, TO ORI)ER <br /> <br />Mayor Gamec called the City Council Work Session to order at 5:47 p.m. <br /> <br />APPI{¢)VE AGENDA <br /> <br />('asc No. 4 was moved up to be discussed first in the agenda. <br /> <br />'l'hc agenda was approved as amended. <br /> <br />C()UNCIL TOPICS FOR DISCUSSION <br /> <br />4) Residential Redevelopment Opportunities <br /> <br />(;ity Administrator Norman indicated he would like the Council to engage in discussion <br />regarding houses that come up for sale in redevelopment areas. He discussed the following <br />possible redevelopment areas in the City: <br /> l'ineview Estates North: There are typically four to five houses for sale at one time in <br /> this area. A possible financing plan to redevelop this area would be for the City to <br /> purchase a parcel that is for sale, complete a lot split, and sell the portion of the lot with <br /> the house on it. This sale would include an easement agreement that would allow a drain <br /> field with an agreement to hook up to municipal sewer and water when it becomes <br /> available. This type of program could enable the City to purchase parcels in this area <br /> very inexpensively over a four to five year period. <br /> <br />City Council Work Session / October 4, 2005 <br /> Page 1 of 6 <br /> <br /> <br />
