Dy.V,'osium Street: Paul Donna of Northland Securities will be presenting the City with <br />financing options for redevelopment in this area. There may be long term financing <br />available for this area through the Housing and Redevelopment Authority (HRA). <br /> <br />Councilmcmber Elvig suggested there may be dollars available for this type of program through <br />the Metropolitan Council and Smart Growth. He noted the city of Minnetonka utilizes a program <br />using a revolving housing fund through the HRA to purchase and resell homes at affordable <br />prices. <br /> <br />(~.il.y Administrator Norman indicated it may be beneficial to discuss possible redevelopment of <br />Pineview Estates North with the Metropolitan Council. It may be more appropriate to contact <br />Anoka (',ounty and MnDOT regarding the Dysprosium Street area as it relates to Highway 47 <br />i i n ira) vcmc hts. <br /> <br />'1 hc consensus of the Council was to direct staff to contact the Metropolitan Council regarding <br />tl~e rectcvelopnaent of Pineview Estates, to contact Anoka County and MnDOT regarding the <br />redevelopment of Dysprosium Street, and to contact the city of Minnetonka for information <br />r%arding their revolving housing fund. <br /> <br />1 ) City Manager Form of Government <br /> <br />(ity Administrator Norman reviewed that the City Council discussed the City Manager form of <br />government during the work session of September 6, 2005. During that meeting, Council asked <br />1'~,' more information regarding the distinguishing features between the City Administrator form <br />of government and City Manager form of government. Kevin Frazell, who presented this topic, <br />was not available to meet tonight. Mr. Frazell indicated he would be available to meet with the <br />('otmcil in November or December. City Administrator Norman advised there has not been a <br />change from a City Administrator form of government to a City Manager form of government in <br />thc slate fbr approximately 20 years. <br /> <br />Mayor (iamec suggested if the Council were to decide to make a change in the form of <br />government, they may want the department heads to remain under the authority of the City <br />(iotmcil. <br /> <br />~1 hcrc was discussion of personnel issues associated with City Manager and City Administrator <br />forms o f government. <br /> <br />(iouncihnember Elvig expressed concern with possible conflicts if the City Manager is not in <br />control o'f all of thc employees. <br /> <br />(iotmcilmember Pearson commented there will be turnovers within the City Council.
