TH 47 & Pleasant Street <br /> <br />ri'he/bllowing paragraphs summarize the discussion that Mn/DOT had with the cities of <br />P, amsey and Anoka on Thursday September 29th. <br /> <br />ri'his summer Mn/DOT had a project on TH 47 that included the resurfacing and <br />rcstri ping of' the pavement on TH 47. This project also included the reconstruction of a <br />traffic signal at the intersection of TH 47 & Pleasant St. The resurfacing and restriping <br />occurred several weeks ago. Immediately after that we started to receive several <br />complaints about the operations of this signal. Several things caused the poor operations <br />in cl uditag disconnected loop detectors forcing the signal to run in a timed mode, improper <br />signal heads and signal head alignment, and the loss of signal interconnect. Over the <br />course of the next few weeks Mn/DOT was able to temporarily connect loop detectors <br />and improve the operations. <br /> <br />l:,ven still Mn/DOT and the cities are still receiving some complaints about the signal. As <br />a rcsttlt our traffic signal operations engineer and our traffic engineer for the north metro <br />met with the city to discuss and establish a course of action. The cities shared with <br />Mn/1)OT firsthand observations of the traffic at and around this signal. Mn/DOT has <br />been pcriodically observing the traffic at and around this signal via closed circuit <br />television cameras. Mn/DOT's traffic department has been observing this signal at least <br />twice at wcek for several weeks. After some discussion and sharing of observations the <br />lbllowing was determined: <br /> 1.cave the signal as it currently operates until after the new signal poles and <br /> control cabinet are installed and fully operational. This should occur sometime in <br /> Mid November. <br /> * hnplcment a new signal phasing scheme: <br /> o AM peak hours - NB left turn signal would only appear if there were a car <br /> waiting in the left turn lane at the end of the cycle. <br /> o AM Peak hours - SB left turn signal would lead with a protected left turn <br /> phase and then change to permissive. <br /> o This AM phasing will allow a greater number of vehicles to proceed <br /> through the intersection SB due to the infrequency of the NB Protected <br /> Left turn phase. <br /> o PM Peak hours - NB left turn phasing would be protected when a few of <br /> cars are queued in the left turn lane and permissive if fewer than that are <br /> queued. <br /> o PM Peak hours - SB left turn phasing would lag with a protected phase if <br /> there were enough demand. Otherwise the left tums would be permissive. <br /> o This PM phasing will allow a greater number of vehicles to proceed <br /> through the intersection NB because the SB protected left turn phase will <br /> only be called if several cars are queued in the left turn at the end of the <br /> NB-SB green time. <br /> , The new traffic signal will be able to make accommodations such that the <br /> northbound to westbound left turn lane could be converted in the future to a left- <br /> thru lane. <br /> <br /> <br />
