Alone with the construction o£the homes and businesses, a network of streets and City uti]ities will be required to <br /> serve this development. The proposed street network layout can also be seen on the concept layout. The probosed <br /> street network connects the City's existing streets on US Highway l 0, Armstrong Boulevard and Alpine Drive. <br /> The cunnection of sanitary sewer to serve this area will need to be connected to existing sanitary sewer lines in the <br /> City. In the current proposed area of the Pine Shadows development, a proposal for a new 18 inch trunk sewer is <br /> already underway. Once completed, connection from the Pulte Homes development to this trunk sewer will need to <br /> be made. This increase in flow and its effects on the treatment facility are discussed later. <br /> Like the sanitary sewer, there is no existing water main close to the proposed area of the Pine shadows <br /> development. All current water usage in the area is coming from private wells. The CitylofR_amsey has a proposal <br /> fbr expansion of water main closer to the proposed Pine Shadows developmentl Once completed, connection of this <br /> area to the City's water source could be accomplished. The City is also planning to route a water transmission main <br /> through the Pine Shadows development area to a nearby water treatment facility in the future. Impact of adding this <br /> development area to the City's water distribution sys~e~ will be discussed further in this report. <br /> The surrounding land use is zoned residential and rural reserve on the north and northeast sides. To the southeast is <br /> the 7'own Center. On the west and northwest sides, the area is zoned for a Planned Unit Development (mixed use, <br /> residendal/commercia[, with an overall density of a mmximum of 4 units per net acre). US Highway I0 runs along <br /> the south border of the project site, and to the south of the highway the land is zoned residential. <br /> Development of the site will involve modification of the original topography to accommodate the construction of <br /> roads, homes, utilities, and storm water management facilities. The main equipment for grading the project will be <br /> bulldozers, scrapen~, compactors, backhoes and other standard, earth-moving equipmenic. The sequence of <br /> construction will follow standard practices for conventional land modification for residential subdivisions. The <br /> cr)nstruction activities wiI1 begin with the installation of erosion controI measures, followed by overall site grading <br /> and road construction, construction of the storm water management systems, the installation of'utility services such <br /> :zs natural gas, cable, telephone lines and ending with the establishment of a permanent vegetative cover. <br /> Construction of homes and apartments on the individual lots is proposed to begin late in the 2005 or early in the <br /> 2006 construction season and continue as each lot is sold. Construction of the apartments will be the first with <br /> development expanding to the west. It is estimated that 2 to 3 years is required to complete all the construction <br /> a~ssociated with building homes. Additional Iand disturbances such as custom grading operations are expected as <br /> homes are constructed on the individual lots. Erosion and turf establishment controls for individual tot construction <br /> are rcttuired as part of the City of Ramsey building permit. <br /> Streets and cubde-sacs will be constructed toCity of Ra.,msey specifications. <br /> <br />c. Project Purpose <br /> The purpose of this project is to provide residential housing to up to 768 families in Ramsey. Ramsey has an active <br /> real estate market and there is an increasing demand for housing. The pr/mary beneficiaries are the developers and <br /> the people purchasing the lots.
