As the area grows in population m'~d mfff~c volume, the need for roadway improvemenls
becomes necessmT'. With ~¢ coatinued ~ra~]c grox~h on TH [ 0, it is proposed ~hat TH
10 will be improved to a fo~-lane fi'~eway facility flu'ough the Cky of'fkamsey by 2017,
I1 is also proposed that Armstrong Boulevard will be re-aligned to the west of its cutz.ent
location through the Puke Site. This will allow for < interchange to be co~tructed at
the Mtersec.fion of TH i 0, either with a Mgnaliz¢d intersection on Armsu'ong with ramp
access to and fi'om TH I0 or a system-to-system imerchange.

By 2030, a river crossing to the south over the Mississippi River is proposed that will
co,meet with the interchange at TH 10 and Armstrong BouleYm'd: Assuming that these
improvements will be made to the roadway network, fl~e traffic from tl~e developments
will access the roadway network differently and traffic patterns ~vilt change, The resulB
oftb. e 2017 and 2030 Full Build ~alyses are located .Lq' Table 8. These results, take into
account the realignment of )a'mstrong Boulevard and the two new study.inrers~:ctions
created by the realignment, it is assumed that the existing intersectior/of Armstrong
Boulevm'd (Old ArmsU'ong) and Indusu'y Avenue will be redesi.gn4d before 2007 to
handle the 2007 traffic without [he realignment of Arrnstrong. This design will provide
sufficient geometry at d~e intersection for the traffic in 20i7 and 2030. Also a sb.~gle-
point intersection is anticipated at TH I0 and Armstrong Boulev~d for analysis purposes.
The h~[ersection lanes and trat~c control that [s required t'~or LOS D or better operations ·
each year is aoted in Figure 10.

Table 8:2017 ami 2030 Full Build Mitigated Operational Analysis
ilnter, seetion & Traffic Control Scenario Peak Hour intersection Maximum Delay-
Detay*-LOS LOS-v/c*-*

:Armstrong Blvd& TH }0/169 2017

Old

!

,$'ig, nalized

Amqstrong Bird & [ndusm/Ave NV,,'

Si.gnalized

Armstrong & Industry Ave N W

$'L~naiized

iArmstrong Bird & Alpine Drive NW

5'igna{ized

Alp/ne Drive NW & TI4 10/[69

Signalized

2017

AM
PM

AM
PM

AM
PM

I&6-B
i4,'?-B

18.
