As the river crossing is added to the network, the txaffic
distribution on the roadway network is changed and some' 6.f the intersections that.
operamd well in 20] 7 fail in 2030, with no further impmvemefl.ts. Additional lanes are
added at the intersections along ,Armstrong Bo[tievard to assure that dxe intersection
movements perform at LOS D or better in 2030. The design recommended fi'om the
traffic analysis in 2030 requires a four-{ane divided roadway ~br Armstrong Boulevard
north of lndust~' Avenue and a six-lane dh, ided highway south of [ndusn7 Avenue. This
design will also allow tbr a u'iple left tm'n vees[bound from Industry to Armstrong that is
needed for the trod%. As an alternative, an interchtmge design that allows for a free
movemunt westbound to southbound would eliminate the need for the triple left turn.
The addition of an interchange to and fi'om the east on TI-I 10 at the existing location of
Armstrong Boulevard would also eliminate the need i'br a triple left turn at Indust~? and
Armstrong by diverting some of the tra£fic to the new intercl}ange instead of traveling
through the intersection.

Even with ~h~ additional lanes on'Armstron~ at the TH 10 single-point interchange, 'w. itb
tl~e change in traffic patterns, specific traffic movements ,MI1 fail. This failure is a direct
result of' the river crossing and its associated traffic patterns, speci'iScally the east to south
and nm'th to west movements. To provide acceptable operations, the intemhange design
wil'l require fl'ce movements- fbr the northbound left in addition to the right tm'ns. This
design requizement would require a System-to~syStem interchange for those movements.
'r'ke 1eR turns southbound and eastbound would also beheer t?om fi'ce movements.

The City will continue to work with the Minnesota DePartrrtent o /: Transportation
(Mn/DOT) and Anoka Count.',, to dad ma acceptable solution to accommodate 203-0 traffic
voltunes and d~e/vlississippi River CrosSing.

75'q/tic/mpacz Study
Cily q/' Rams<);, Anoka Couno,, Minnesola

Prepared by.'
Bol/m, & iNenk, &c

-241-
