Summary and Conclu:sions

The proposed new development is estirnated to consist of residential units, office space,
retail, and a Town Center expamsion. Based on the traffic analysis provided, our
recommendations and conclusions are:

1. The number of residential units was changed in mid~May.2005. 'r'he'apm*rments
have been eliminated and the total mm~ber of residential units was. ch~ged to
686. This change has minimal impacts on the Wip generation -and no impacts on.
the final lane and traffic control needs.
2. ,'An opening year of' 2007 is set fbr all the development projects [n this area. With
the full development of the Pulte Site, Town Center I, and the St~perstore,
improvements will be required at intersections sm'rmmding the site, These
improvements include tt~e addition of traffic lanes, a change in traffic control, or
major intersection reconstruction. :
3. By 2007~ signalization should be considered at the intersection of 'Alpine Drive
and TH 10 based on level of service analysis. Additionatly, a six-lane TI-I I0
would bring LOS to D or better tbr al~ movements, By 2017, delay considerations
fbr the intersection would require a full interchange ar TH 10. Although the delay
is high, with the low volume of traf~lc .on Alpine Drive it is unlikely that this
intersection would meet any signal warrant analysis. If additional development
occurs to the west on Alpine Drive, the volume oftrM:{lc using the intersection
may warrant si,?nalization.
4. The intersection of'Alpine Drive and Armstrong Blvd. will require improvements
be'rbre and aftt:t' 2007.' These include the addition of multiple lanes and
signalization as illustrated in Figm'es 9 and 10. By 2030, the volmnes .traveling
north and south are likely to requfre, a four-tune divided Armstrong.
5. The intersection of Amastrong and Industry Avenue requires extensive
reconstruction to bring all movements to LOS D or better by 2.007, These
improvements include the reconstruction of each roadway to a fbur-lane roadway
with tull turn lanes. Additionally, due to the hi-g~h ttu'ning vo.lumes, dual left turn
lanes are required both northbound and westbound,
?
6. After ~00/: the roadxvay network should be redesigd~ed to better accommodate the
traftlc from the sites and take off the pressure from Armstrong and industry. The
proposed re-alignment of Armstrong Boulevard would greatly improve operations
and traffic flow through the area.
7. Witi~ the new alignment of Armstrong, a new Amastrong m~d Industry intersection
will be built. By 2017, this intersection will require a four-lane roadway o'n each
approach with full turn lanes. Dual left turn lanes will also be required
westbound, northbound, and southbound. By 2030, the volumes will be raised
such that a u'Jple left westbound is required. This design will requh'e a six, lane
Armstrong south of h~dustry Avenue. Other options to alleviate this potenti~d
problem inciude an interchange deiign that allows for'westbound left turns to
move freely or by' keeping a half-diamond interchange to the east on TH 10 off
the existing Armstrong Boulevard.

Pzthe Ht).me.~' Deveh)pmen!
