s:atcd there was a suggestion about exchan~ging the heavier density concentration from one <br />portion to locate it closer to Highway #10 but she did not hear that mentioned tonight during the <br />pre:sentation. <br /> <br />Mayor Oamec explained that changes can be made at the preliminary plat stage. <br /> <br />5'Is. Brock stated she was at a meeting in October or November to discuss traffic'flow and if <br />Puke was going to develop 190 acres, it should have been discussed at that meeting. <br /> <br />C ounci]member Elvig noted that Puke is proposing the largest lots in the development against <br />Ms. Brook's home. In addition, the apartments are compressed into a small area and do not <br />comprise 18% of the property. He noted another throughway will be created to divert traffic off <br />Alpine to get to Town Center. This project would enter/exit from County'Road .#116 and <br />Arm strong Boulevard. <br /> <br />A resident stated he uses Alpine all the time to get to Elk River and a lot of.other'people also use <br />Alpine. <br /> <br />Mayor Gamec stated Alpine is a collector and intended to carry a lot of traffic. <br /> <br />Case #8: <br /> <br />Consider Adoption of Joint Powers Agreement with Anoka County for <br />Regional Roadway Improvements Associated with Ramsey Town Center <br /> <br />Assistant Public Works Director Olson reviewed that on January 4, 2005, the City Council <br />considered a Joint Powers Agreement :(JPA) with the Anoka County Highway Department <br />(4CHD) and passed it with three contingencies-.:. Then, on February 8, 2005, the City Council <br />motioned to pass the agreement with the ACHE) with only a revision to the disbursement of <br />funds language. He noted the updated draft has been distributed to the Council and commented <br />c,n the revision to Section 9. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to authorize the <br />signing of the Joint Powers Agreement with Anoka County for regional roadway improvements <br />associated with the Ramsey Town Center. <br /> <br />'Morion carried. Voting Yes: Mayor Gamec, Councilmembers JeffreY, Strommen, Cook, Elvig, <br />amd Pearson. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #9: <br /> <br />Consider Grade Crossing Signal Installation Agreement with Anoka County <br />and Burlington Northern Sante Fe Railroad <br /> <br />Assistant Public Works Director Olson explained that Ramsey Boulevard is to be upgraded as <br />pax of tt~e mitigation for the Ramsey Town Center project. This upgrade includes widening the <br />road to two lanes in each direction. This widening will require the at-grade crossing with the <br />railroad to be reconstructed and widened.
