?reh'minary Plat Review: Surnmerset Meadows '~ <br />September 30, 2005, Revised October 2I, 2005 <br />Poze 8 of 9 <br />A :~v~sed landscaping plan must be submi~ed that addresses the above stated concerns. <br /> <br />Tree Preservation Plan: A tree preservation plan has been submitted that identiEes <br />existing tree cover and which trees will be removed, relocated, and preserved. Roughly <br />~bnv percent (40%) of the existing tree cover will remain., which does include trees being <br />relocated on site. The tree preservation plan as submitted is acceptable. As was <br />mentioned in the landscaping discussion, some of the'trees slated for relocation are <br />tabbed as elms. If any are Siberian Elms, they should be removed, not relocated, as these <br />are considered prohibited species for planting in the City of Ramsey. <br /> <br />Tree save fencing is required around all trees or groups of trees to be preserved. The <br />!ancin~ shall include, at a rain/mum, the entire area beneath the tree canopy, which is <br />known as the critical root zone. No construction activity whatsoever may occur within <br />the:~c areas. Moreover, no construction shall begin until this fencing has been installed <br />and. approved by the City. <br /> <br />Site Phm-General: Summerset Meadows proposes to create 154 small-lot single-family <br />lots, 274 Village Row Homes, 178 Courthomes. The single-family lots will be located on <br />an average of 61-foot wide lots. These lots will be located in two areas, one in the <br />nor[i!~west part of the development and south of Alpine Drive. The second area of single- <br />family lots will located in the center of the development, backing up t° the wetlands. It <br />should be noted that it is the desire of the City that lots which back up to Metropolitan <br />State. Aid (MSA) roads are required to have a' un/form fence along the property line. Th/s <br />applies to Lots 1-7, Block 1 and Lot 16, Block 4. <br /> <br />The [ownhome units will gain most of their access from private roads. The minimum <br />standard private road width is 24' feet. Summerset Meadows meets this standard. <br />Town.homes are required to have at least a 25' length driveway. All of the driveways will <br />need to meet this standard. It should be noted that the R-2 Zoning District, a townhome <br />building can contain a maximum of 10 units per building. Lots 5, 6, 7, 8, Block 7 contain <br />i2-unit buildings. This deviation from code will be required to have approval as part of <br />the ?LID request. <br /> <br />Site Plan-Architecturah From the in_formation that you have sUpplied, it appears, that <br />the town_home units will meet and exceed the architectural standards for town.homes. The <br />units will have an exterior palette of six colors and will contain several desired <br />ar.ci~itectural design elements (dormers, bay windows, shutters, and articulated facades). <br />Th~-. units will have at least 14% coverage of brick/stone on the front elevations. <br />Towni:ome standards dictate that at least .35% of the front elevations consist of. these <br />ma[erial unless additional architectural elements and colors are used. The towrd2ome <br />uni. t:~ qualify for this exemption since there will be at least five colors used on the <br />e×~eriors and they will be using multiple desired architectural elements. <br /> <br />-279- <br /> <br /> <br />
