FC# ~

PURCHASE OF NT SERVER FOR THE POLICE DEPARTMENT
By Sergeant Tim Dwyer

Background:

Recently the police department learned that the Anoka County Central Records Project
and the new State of Minn.esota Data-Max CJDN Communications system now requires
agencies to update computer operating systems to NT. The State of Minnesota and FBI is
adamant that users of Data-Max must obtain NT File Server(s), totally separate from
other non-secure networks (in our case the City Hall). Security of law enforcement data
is mandated by State and Federal regulations because of the confidentiality of restricted.
information maintained and shared. The police department has already upgraded its
current computers to NT, but is in need of an NT File Server for confidential data storage.

The police department sought system recommendations and price quotes from Logis and
Netmark. These are attached for your review. Members of the police administration then
met with the City's contract consultant to determine our options and system
requirements. We determined that the purchase of a 256 MB 15-User NT Server, with
HDD Mirror Raid-1 and DAT 40 back-up system will accomplish the above mandates,
and fulfil the police department's current and future file server needs. Logis had added
additional computer hardware and accessories to their quote and stand with their
recommendation. We have determined we do not need the enhanced system prescribed
by Logis and have picked the middle alternative offered by Netmark. We have also been
very satisfied with the contract service and consulting we have received from Netmark
and would like to remain with them.

The City's contract consultant has addressed concerns with Police/City Hall e-mail
communication and has determined a method to allow current e-mail and Internet access
between both buildings, while maintaining the security requirements as outlined above.

Although the purchase of an NT server and accessories was not in the original 2000
adopted budget; there is sufficient funds available to cover the approximately $7,850 for
the NT server and supplement equipment in the 2000 Police "Other Equipment Capital
Outlay".

Staff Recommendations:

Staff recommends the purchase of the following server and accessories from
NETMARK: (1) INTEL PENTIUM III 550 15 User NT Server with 256 MG Memory
and Raid-l; a DAT 40 tape backup unit; backup tapes; and a 19" Samsung Monitor, and
server configuration for a total of approximately $7,850, which will be funded from the
Police Department line item Other Capital Equipment. The above figure includes tax.
Server set-up is covered under the current contract with the City.
