Fc# <br /> <br />RECEIVE PARK AND RECREATION COMMISSIONS PROPOSED 5-YEAR <br />CAPITAL IMPROVEMENT PROGRAMMING (C.I.P) <br /> By: Mark Boos, Parks &Utilities Supervisor <br /> <br />Background: <br /> <br />Each year the Park and Recreation Commission begins its review of the 5-year Capital <br />Improvement Program in June. The plan is modified to reflect opportunities for <br />development as well as the priorities of the Commission and City Council. <br /> <br />After final revisions at a special workshop in September 2000, the Commission <br />conducted a public hearing at its regular scheduled October meeting. <br /> <br />Observation: <br /> <br />There were two projects specifically requested this year for consideration by the public <br />either in writing or at a Commission meeting. Both the Elmcrest Park project in 2001 <br />and the 164th Lane N.W. to the Lake Itasca Trail connection (in 2002) are included in the <br />proposed Capital Improvement Program. <br /> <br />The 2001 Parks Capital Improvements are expected to be adopted in December 2000 as <br />part of the whole Capital Improvement Program plan and corresponding budget. The <br />Commission is requesting acknowledgement of the Capital Improvement Program now <br />for two reasons; <br /> a) The City will need to accept or decline the Minnesota Department of <br /> Children, Families and Learning grant of $100,000 for Elmcrest Park this fall <br /> which is included in the Capital Improvement Program. <br /> <br />b) If there is concerns or priorities not yet discussed as part of the <br />Commissions Capital Improvement Program, there is time to address them as <br />part of the public process before the December 2000 budget hearing(s) and <br />subsequent adoption of 2001 Capital Improvement Program plan. <br /> <br />A brief project presentation will be made at the meeting. Enclosed for Committee's <br />review is the Commissions Capital Improvement Program ledger for years 2001-2005. <br />(The Capital Improvement Program worksheets Council is familiar with are in the <br />process of being prepared). <br /> <br />Council Action: <br /> <br />Comment on the Park and Recreation Commission proposed Five-Year Capital <br />Improvement Program. <br /> <br />Reviewed by: <br /> <br />Copies to: <br /> <br />Parks/Utilities Supervisor <br />Park and Recreation Commission <br /> <br />City Administrator <br />Finance Director <br />Director of Public Works <br /> <br />CC: 10/24/00 <br /> <br /> <br />
