Further discussion: Councilmember Elvig inquired if there are accessible fire hydrants in this
area. Assistant Public Works Director Olson responded in the affirmative. Councilmember
.lc['t?cy questioned if there would be any other risks to the City in allowing the footings and
/bundation work to begin. Community Development Director Trudgeon responded in the
negative.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey,
[~cal'SOll, and Strommen. Voting No: None.

Case #4:

Request for Preliminary Site Plan Review of Ramsey Professional Center;
Case of Sharp and Associates

Acted on under Case No. 3.

Case #5: Revisions to Firearms Ordinance

Police Chicf Way reviewed that staff has researched changes to the existing firearms ordinance
regarding bow hunting. Staff has introduced an amendment reducing the permitted bow and
arrow htmting distance from 300 yards to 500 feet from any residential structure, park, or
playground. Additionally, for the ease of enforcement, the distance from any trunk highway is
b,Sng amended from 150 yards to 500 feet. In addition, the distance from structures as it relates
to firearms appears to have been inadvertently changed from 500 feet to 1,500 feet sometime
al'tot its original passage in 1973, and should be officially adopted into ordinance. The ordinance
was introduced by the Council and is now ready for adoption.

Councihncmbcr Elvig stated he would suggest one change to the ordinance, which would be to
change thc limitation on the shot discharge to be no larger than six, rather than no larger than
I'mir, and that thc bullet be steel.

Councilmcmber Cook suggested the limitation be listed as non-lead, as there are other products
availablc that do not have the poison aspect to the environment, such as bismuth.

Motion by Councilmcmber Elvig, seconded by Councilmember Jeffrey, to adopt Ordinance #05-
26 amending City Code 5.07 Firearms with the following amendment to Subsection 5.07.07:
"... In addition, shotguns using no larger than size four-O) six (6) non-lead shot..."

roll call vote was performed by the Recording Secretary:

Mayor (iamcc: aye
Cotmcilmcmber Cook: aye
Councilmember Elvig: aye
Councilmcmber Jeffrey: aye
Councilmcnabcr Olson: aye
Councihncmbcr Pearson: aye
Councihncmbcr Strommen: aye

City Council / October 11, 2005
