form, which is a resolution. She stated it is hard to support this without actually seeing a policy
and the processes that go with that.

Councilmember Howell commented after looking at this more in-depth after it got pulled from the
consent agenda, there is a point to it looking more like a resolution than an actual policy. She
referenced the document and the section with the heading Purpose/Background and stated it
discusses business interests, or people who are mingling with patrons at the park, and people
campaigning for political office and perhaps annoying people. She referenced the sixth “whereas”
and stated it only addresses advertising and soliciting. She stated her concern about not allowing
advertising and soliciting. She didn’t know what the rules are for doing that at parks versus going
door-to-door but she wouldn’t like speech to be curtailed and people being able to move freely
about with political materials. She thought people could choose not to talk to those who had
religious or political materials.

Councilmember Musgrove commented she understood the concern for wanting to change this and
update it, which she thought was important. She would like to see this as a Work Session case to
go through the framework.

Motion by Councilmember Musgrove, seconded by Councilmember Howell, to hear this case, the
Preserve Leisure and Quality of Experience for Park Patrons, in a Work Session to be developed
into a policy and brought back to the Council at the next meeting if possible.

A roll call vote was performed:

Councilmember Musgrove aye
Councilmember Specht aye
Councilmember Riley aye
Councilmember Howell aye
Councilmember Woestehoff aye
Councilmember Heineman aye
Mayor Kuzma aye

Motion carried.
7.04 Adopt Ordinance #22-20 Armstrong Boulevard Interchange/ Highway 10 Signage
Overlay District Zoning Code Text Amendment

City Administrator Hagen reviewed the staff report and recommendation to waive the Charter
requirement to read the ordinance aloud and adopt Ordinance #22-20 as recommended by the
Planning Commission.

Motion by Councilmember Howell, seconded by Councilmember Woestehoff, to waive the
Charter requirement to read the ordinance aloud adopt Ordinance #22-20 amending section 117-1
Definitions and 117-519 Business Type Districts of the City Code of Ramsey, MN.

A roll call vote was performed:
City Council / July 26, 2022
