She stated it is hard to support this without actually seeing a policy <br />and the processes that go with that. <br /> <br />Councilmember Howell commented after looking at this more in-depth after it got pulled from the <br />consent agenda, there is a point to it looking more like a resolution than an actual policy. She <br />referenced the document and the section with the heading Purpose/Background and stated it <br />discusses business interests, or people who are mingling with patrons at the park, and people <br />campaigning for political office and perhaps annoying people. She referenced the sixth “whereas” <br />and stated it only addresses advertising and soliciting. She stated her concern about not allowing <br />advertising and soliciting. She didn’t know what the rules are for doing that at parks versus going <br />door-to-door but she wouldn’t like speech to be curtailed and people being able to move freely <br />about with political materials. She thought people could choose not to talk to those who had <br />religious or political materials. <br /> <br />Councilmember Musgrove commented she understood the concern for wanting to change this and <br />update it, which she thought was important. She would like to see this as a Work Session case to <br />go through the framework. <br /> <br />Motion by Councilmember Musgrove, seconded by Councilmember Howell, to hear this case, the <br />Preserve Leisure and Quality of Experience for Park Patrons, in a Work Session to be developed <br />into a policy and brought back to the Council at the next meeting if possible. <br /> <br />A roll call vote was performed: <br /> <br />Councilmember Musgrove aye <br />Councilmember Specht aye <br />Councilmember Riley aye <br />Councilmember Howell aye <br />Councilmember Woestehoff aye <br />Councilmember Heineman aye <br />Mayor Kuzma aye <br /> <br />Motion carried. <br />7.04 Adopt Ordinance #22-20 Armstrong Boulevard Interchange/ Highway 10 Signage <br />Overlay District Zoning Code Text Amendment <br /> <br />City Administrator Hagen reviewed the staff report and recommendation to waive the Charter <br />requirement to read the ordinance aloud and adopt Ordinance #22-20 as recommended by the <br />Planning Commission. <br /> <br />Motion by Councilmember Howell, seconded by Councilmember Woestehoff, to waive the <br />Charter requirement to read the ordinance aloud adopt Ordinance #22-20 amending section 117-1 <br />Definitions and 117-519 Business Type Districts of the City Code of Ramsey, MN. <br /> <br />A roll call vote was performed: <br />City Council / July 26, 2022 <br />Page 7 of 9 <br /> <br />
