<br /> <br />Councilmember Musgrove aye <br />Councilmember Specht aye <br />Councilmember Riley aye <br />Councilmember Howell aye <br />Councilmember Woestehoff aye <br />Councilmember Heineman aye <br />Mayor Kuzma aye <br /> <br />Motion carried. <br />7.03 Approve Updated Policy Relating to Non-programmed Activity as part of the <br />Summer Concert Series <br /> <br />City Administrator Hagen stated Councilmember Musgrove asked to pull this item from the <br />Consent agenda because of concern about title wording. <br /> <br />Councilmember Musgrove noted the policy is stated as more of a resolution. She read “a policy <br />to preserve leisure and quality of experience for park patrons.” She thought it needs to include the <br />Draw for the summer concert series if this going to be a policy for the park series as stated in the <br />first “whereas.” She stated secondly, the policy they had in the first case on the grant awning is <br />more of the policy framework and format that has information on, and just to state that policy has <br />a program eligibility, application, work completion, and distribution process. She stated all of <br />those things were delineated out. She would like to see this policy in a Work Session. She stated <br />she thought it could be done quickly, but wanted to frame the policy and bring it up with all of the <br />processes in it. She thought this resolution was missing that. <br /> <br />Mayor Kuzma asked for more clarification from Councilmember Musgrove. <br /> <br />Councilmember Musgrove replied this policy says there are certain things that can and can’t be <br />done at certain events. She stated this event calls out specifically the Draw and there is no process <br />for application if someone wanted to, there is no process for where a resident may find out who <br />was seeking to participate in the Draw concerts. She stated it doesn’t call out the process for <br />sponsoring an event such as where to go, the types of sponsorships, and how that would be <br />connected to the Draw events. She noted the process is stated generically instead of specifically. <br />She gave the example from the awning policy that was attached to the previous case. <br /> <br />Councilmember Woestehoff commented he thought he understood what Councilmember <br />Musgrove is trying to say. He asked if it was correct that she was addressing the structure of the <br />actual policy rather than the content of it. He also asked if that was in terms of understanding and <br />in terms of how people can sponsor and those sorts of things. He agreed that it reads more like a <br />resolution instead of a policy and asked if she was referring to the structure of the document, the <br />content, or both. <br /> <br />Councilmember Musgrove replied a little bit of both. She added it definitely is a resolution on a <br />policy that isn’t there. She stated they weren’t given a policy in the case but were referred to this <br />City Council / July 26, 2022 <br />Page 6 of 9 <br /> <br />
