This project is not in a TIF district and the costs will not be able to be recaptured over <br />time. It should be noted that the land in question was purchased from a CDBG grant and the <br />grant allows the City to transfer the property to the Developer at no cost. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motiorl by Councilmember Strommen, seconded by Councilmember Cook, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Cook, Elvig, Olson, <br />and Pearson. Voting No: None. Absent: CouncilmemberJeffrey. <br /> <br />The public hearing was closed at 7:56 p.m. <br /> <br />Cm, ncil Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:56'p.m. <br /> <br />Councilmember Elvig stated he has several concerns with this agreement.. He questioned why <br />lhis parcel and developer were chosen. He commented there are many different groups that <br />would likely be interested in this property. <br /> <br />Economic Development/TIF Specialist Sullivan replied it is important to note that this business <br />has been located in Ramsey for a period of time and is currently located in a redevelopment area. <br />As time goes on there will be more and more businesses that will wish to move to other areas in <br />the City. Dave Perkins Contracting is a willing seller that would like to remain in Ramsey, and <br />staff:' is trying to accommodate that. Councilmember Elvig is correct that there would likely be <br />other developers interested in this site; staff feels this recommendation is a good fit for the site. <br /> <br />Mayor Gamec noted the City worked with Mr. Perkins to take him out of an area they considered <br />may be blighted. This new location will be more hidden for this type of business and equipment. <br /> <br />Economic DevelopmentJTIF Specialist Sullivan advised of the $216,767 write-down, $170,000 <br />has been provided by the County in a CDBG grant. The City's contribution will include the <br />ibregoing of sewer trunk and lateral fees. <br /> <br />Councihnember Elvig 'asked if the City will be purchasing the existing property Dave Perkins <br />Contracting. <br /> <br />i!conomic Development/TIF Specialist Sullivan replied the City will be purchasing the current <br />property from Dave Perkins Contracting on the comer of Bunker Lake Boulevard and Basalt <br />'¢treet using TIF financing. <br /> <br />City Council / September 27, 2005 <br /> Page 13 of 25 <br /> <br />P13 <br /> <br /> <br />
