Motion by Councilmember Pearson, seconded by Councilmember Cook, to authorize a business <br />subsidy agreement with Dave Perkins Contracting, and to authorize execution of a Business <br />Subsidy Agreement with Dave Perkins Contracting, contingent upon review by the City <br />Attorney. <br /> <br />Further discussion: Councilmember Elvig stated he is reluctant to go forward with this, as he <br />does not feel all of the details and numbers are clear. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Pearson, Councilmembers Cook, Olson, and <br />Strommen. Voting No: CouncilmemberElvig. Absent: Councilmember Jeffrey. <br /> <br />Case #7: Revisions to Firearms Ordinance <br /> <br />City Attorney Goodrich reviewed that staff recently received a letter from a Ramsey resident <br />requesting that changes be considered to the existing firearms ordinance regarding bow hunting. <br />Staff researched the requests made in the letter and the topic was covered at the September 6, <br />2006 work session. Also discussed at the work session was reference to the 1,500 foot distance <br />from structures as it relates to firearms. It appears that the distance was inadvertently changed <br />from 500 feet to 1,500 feet sometime after its original passage in 1973. He advised staff <br />recommends amending the existing permitted bow and arrow hunting distance from 300 yards to <br />500 feet from any residential structure, commercial structure, park or playground. Additionally, <br />for the ease of enforcement, staff recommends amending the distance from 150 yards to 500 feet <br />from any trunk highway. He advised staff also recommends the 1,500 foot distance as it relates <br />to firearms be officially adopted into ordinance. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to introduce the ordinance <br />amending City Code 5.07 Firearms. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Olson, Pearson, and <br />Strommen. Voting No: None. Absent: CouncilmemberJeffrey. <br /> <br />Case #8: <br /> <br />Request for a Conditional Use Permit to Exceed the Maximum Allowable <br />Square Footage for Accessory Structures; Case of David and Lynette <br />Randall <br /> <br />Community Development Director Trudgeon stated the City received an application from David <br />and LYnette Randall for a conditional use permit to construct an accessory building that would <br />exceed the maximum accessory square footage established in City Code on the property located <br />at 7960 171st Lane NW. The subject property is 99,056 square feet, or approximately 2.3 acres <br />in size. The applicant is seeking to construct an accessory garage for the storage of general <br />equipment and tools. The proposed building will be 30 feet by 40 feet, for a total square footage <br />of 1,200 square feet, The property currently has two other accessory .buildings on the site, <br />totaling 1,280 square feet. He explained under City Code, a 2.3 acre parcel is allowed 2,064 <br />square feet of accessory building space. The proposed building requires a conditional use permit <br />because the addition of the proposed building will cause the property to exceed its maximum <br />allowable square footage by 416 square feet, totaling 2,480 square feet. <br /> <br />P14 <br /> <br />City Council / September 27, 2005 <br /> Page 14 of 25 <br /> <br /> <br />
