C as e ~4 <br /> <br />Request for Sketch Plan, Review of The Meadows; Case of GM <br />Homes, Inc. <br /> <br />Presentation <br /> <br />Associate Planner Geisler advised that GM Homes has applied for sketch plan-review to <br />develop 51 new single-family lots on the property generally located on Nowthen <br />Boulevard and Alpine Drive. She indicated that the subject property is approximately 50 <br />acres and includes a portion of the City Hall campus, several existing residential lots to <br />the south, and the Dental Office lot on the comer of Nowthen Boulevard, and Alpine <br />Drive. <br /> <br />Associate Planner Geisler indicated that the R-1 Residential regulations.for the MUSA <br />allow a net density of three units per acre. She stated that as submitted, the proposed <br />sketch plan has a gross density of approximately 1 Unit per acre, She indicated that the <br />proposed lots do not meet R-1 Residential standards for area and width. She stated the <br />applicant has indicated his intention to apply for rezoning to Planned Unit Development, <br />which il" approved would permit these deviations. She stated the sketch plan proposes~to <br />provide public access via the existing City Hall access off of Alpine Drive. <br /> <br />Associate Planner Geisler stated that a future connection is also shown in the southeast <br />comer of the plat. She indicated that the cul-de-sac off of Alpine Drive exceeds the 600- <br />~bot length restriction in City Code. She stated Staff is recommending that either these <br />lots be platted in phases, or that a temporary access be provided to Nowthen Drive, in line <br />with the existing City Hall access. She indicated that Staff has submitted the sketchptan <br />to Anoka County ['or review. <br /> <br />Commission Business <br /> <br />Chairperson Nixt indicated they have lots that do not meet the minimum area, but the <br />density is at one unit per acre now, and there seems to be a large area un-developed. <br /> <br />Associate Planner Geisler stated the entire portion is fifty acres. She indicated the <br />developer is proposing to plat 25 acres at this point. <br /> <br />Chairperson 'Nixt indicated if only 25 acres are being platted, the density is really 2 units <br />per acre. <br /> <br />Associate Planner Geisler stated that to determine gross density they look at the entire <br />~trea to be developed, which is 50 acres, but it meets the density for R-.1. <br /> <br />Corn missioner Brauer asked which lots are below the minimum area. <br /> <br />Ass~.>ciate Planner Geisler indicated that most of them are below it. <br /> <br /> <br />
