accidents with casualties and possible fatalities because these children have never had to
deal with so much traffic and there will be traffic if you open up the dead end. People
will use it as a short cut to get to other areas rather than going around.

I propose using the street directly behind 152nd Lane as an access road. There is a
fraction of the homes that would be disturbed as well as a fraction of the children. The
street I realize is currently not paved, but I would think the City will, sometime in the
future, ultimately pave this road and connect it to the area. Please see the attached aerial
view which shows our development, the proposed development and the road directly
behind my development. It would greatly impact our development to have a through
street and I am willing to do anything to keep it as a dead end or to have it cul-de-sac.
This is very important to our neighborhood and am willing to bring in the whole
neighborhood if that is what it will take to keep the access closed. I am very worried our
children will end up being hit by cars, having multiple law suits flied, and ulfimately, in
the long run costing the city more money.

Again, Please consider access at a different point other than our nice little development.
If you access this area, what you are doing is putting our children at risk of being hit by?
cars, um'uly teenagers using it as a short cut, people speeding through our development
and I'm worried my neighbors will start moving out of their homes. So far there have
been two properties for sale in our development because of the concerns of the
development next to ours.

Thank you for your time and consideration to this very important issue at hand. Please
know ~ am willing to do what.it takes to keep this street closed. I do not see any reason to
access this street for easy access to future homes nor for emergency concerns. For the
past seven years, there has been one inlet/outlet and them has never been a concern. I
hope that you can understand my distress and will look at other alternates for access to
the Meadows development.

Thank you again.

Nikki O'Connell
Resident of City of Ramsey

84
