projects under the final rule is discussed separately below under "Expansion of Drinking Water <br />Service." Projects eligible under the DWSRF must be sized only to accommodate a reasonable <br />amount of population growth expected to occur over the useful life of the project. <br />Eligible projects under the CWSRF. The final rule continues to allow the use of SLFRF <br />funds for projects eligible under the CWSRF, consistent with the interim final rule. Under the <br />CWSRF, a project must meet the criteria of one of the following CWSRF eligibilities to be <br />eligible for assistance. Section 603(c) of the Clean Water Act (CWA)312 provides that the <br />CWSRF can provide assistance: <br />(i) to any municipality, intermunicipal, interstate, or state agency for construction of <br />publicly owned treatment works (as defined in section 212 of the CWA);313 <br />(ii) for the implementation of a management program established under section 319 of <br />the CWA;314 <br />(iii) for the development and implementation of a conservation and management plan <br />under section 320 of the CWA;315 <br />(iv) for the construction, repair, or replacement of decentralized wastewater treatment <br />systems that treat municipal wastewater or domestic sewage. Eligible projects include, <br />but are not limited to, the construction of new decentralized systems (e.g., individual <br />onsite systems and cluster systems), as well as the upgrade, repair, or replacement of <br />existing systems. <br />(v) for measures to manage, reduce, treat, or recapture stormwater or subsurface drainage <br />water.
