Territory means the Commonwealth of Puerto Rico, the United States Virgin Islands, <br />Guam, the Commonwealth of the Northern Mariana Islands, or American Samoa. <br />Title I eligible schools means schools eligible to receive services under section 1113 of <br />Title I, Part A of the Elementary and Secondary Education Act of 1965, as amended (20 U.S.C. <br />6313), including schools served under section 1113(b)(1)(C) of that Act. <br />Tribal enterprise means a business concern: <br />(1) That is wholly owned by one or more Tribal governments, or by a corporation that is <br />wholly owned by one or more Tribal governments; or <br />(2) That is owned in part by one or more Tribal governments, or by a corporation that is <br />wholly owned by one or more Tribal governments, if all other owners are either United States <br />citizens or small business concerns, as these terms are used and consistent with the definitions in <br />15 U.S.C. 657a(b)(2)(D). <br />Tribal government means the recognized governing body of any Indian or Alaska Native <br />Tribe, band, nation, pueblo, village, community, component band, or component reservation, <br />individually identified (including parenthetically) in the list published on January 29, 2021, <br />pursuant to section 104 of the Federally Recognized Indian Tribe List Act of 1994 <br />(25 U.S.C. 5131). <br />Unemployment rate means the U-3 unemployment rate provided by the Bureau of Labor <br />Statistics as part of the Local Area Unemployment Statistics program, measured as total <br />unemployment as a percentage of the civilian labor force. <br />Unemployment trust fund means an unemployment trust fund established under <br />section 904 of the Social Security Act (42 U.S.C. 1104). <br />412 <br />
