EFFECTIVE DATE], such recipient shall not reduce average weekly benefit amounts or <br />maximum benefit entitlements prior to December 31, 2024; and <br />(ii) any interest due on such advances received under Title XII of the Social <br />Security Act (42 U.S.C. § 1321); and <br />(11) A program, service, capital expenditure, or other assistance that is provided to a <br />disproportionately impacted household, population, or community, including: <br />(i) Services to address health disparities of the disproportionately impacted household, <br />population, or community; <br />(ii) Housing vouchers and relocation assistance; <br />(iii) Investments in communities to promote improved health outcomes and public safety <br />such as parks, recreation facilities, and programs that increase access to healthy foods; <br />(iv) Capital expenditures and other services to address vacant or abandoned properties; <br />(v) Services to address educational disparities; and <br />(vi) Facilities and equipment related to the provision of these services to the <br />disproportionately impacted household, population, or community. <br />(B) Assistance to small businesses, including: <br />(1) Programs, services, or capital expenditures that respond to the negative economic <br />impacts of the COVID-19 public health emergency, including loans or grants to mitigate <br />financial hardship such as declines in revenues or impacts of periods of business closure, or <br />providing technical assistance; and <br />(2) A program, service, capital expenditure, or other assistance that responds to <br />disproportionately impacted small businesses, including rehabilitation of commercial properties; <br />storefront and facade improvements; technical assistance, business incubators, and grants for <br />420 <br />
