She mentioned the tax capacity <br />rate based off of the reduction of $186,000 makes it 40.562% versus 42.238% in 2022; however, <br />these numbers are subject to change. She explained that if there were no changes this evening, this <br />is what will be presented at the next meeting on September 27 and will go out on the property tax <br />statements that the taxpayers will receive in November. <br /> <br />Councilmember Specht thanked Finance Director Lund for all of her work on this. He added that <br />last year’s Ramsey Resident was done well because it described some of the changes to the road <br />funding pavement management program and thinks that if this could be sent out in a similar easy <br />to understand format that would go over well with the taxpayers so they understand where the <br />money is going. <br /> <br />Acting Mayor Riley asked if the general fund is going up by $1,400,000, or 12%, but it is about <br />$1,145,000 for roads. <br /> <br />Finance Director Lund stated the general levy does not include anything related to roads, it stands <br />alone to cover the operations of the City, the $375,000 from the APRA funds is within the general <br />fund budget but will transfer in, so it does not affect the general tax levy. The pavement <br />management levy is the amount that was levied last year plus an additional 5%, and the additional <br />debt service of the 15 years related to the roads falls under the bond levy. <br /> <br />Acting Mayor Riley asked about the increase that was talked about and if that was hitting the debt <br />service levy. <br /> <br />Finance Director Lund said yes. <br /> <br />Acting Mayor Riley stated the general fund is increasing 12% mainly due to wages. He explained <br />that these numbers are what was discussed and the consensus of the Council at the last work session <br />meeting. He asked Councilmember Heineman if he had anything to add or any questions, as he <br />was not at the last meeting. <br /> <br />Councilmember Heineman said that he was present at the last meeting. <br /> <br />Councilmember Musgrove asked City Administrator Hagen about the discussion of the <br />Recreational Specialist and the opportunity to compensate for that wage increase. She mentioned <br />she spoke with Interim Parks and Assistant Public Works Director Riverblood and he said there <br />was some work done on this. She asked if there were any updates on this. <br /> <br />City Administrator Hagen explained that he thought most of the discussion was around the park <br />dedication fee and whether that could be used or not, which it cannot be used outside of new <br />improvements or purchases for parks. He stated there are gambling proceeds that offset some of <br />the programming. He was not sure what else was out there other than charging for some of the <br />programs. <br /> <br />Councilmember Musgrove asked if there would be fees that could be assessed to help compensate <br />for the increase in the wages. <br />City Council Work Session / September 13, 2022 <br />Page 5 of 16 <br /> <br />
