CASE #

CONS[DER STOIhM SEWER IMPROVEMENTS AT 168TH AND TH 47
By: Leonard Linton, Civil Engineer II

Background:

Star!' received a call from a resident after the recent heavy rains regarding, the level of
waLcF in the adjacent pond. Staff visited the site and found that the water'level in the
[~ond was elevated. The site is north of 168th Avenue and west of TH 47. There is a
ckainage route out of the pond, it includes the ditches along 168th Avenue, a culvert under
TJ~¢ 47 and ponds, swales and a pipe across the Rum River Hills Golf Course. The_ pipe
m~cter 1.68t~ Avenue was not draimng so the water was pumped over 165th. The system
downstream across the golf course was flowing; however it drained-slowly. The water
Gows into the Rum River'on the east side of the golf course. The size of the pipe was
c;~ecked after ~he water level was lowered. The pipe may be too small for the area
draining to it.

A ciraJnage study should be performed to verify the size of pipe required for this area.
Thc analysis can be performed by city staff. The pipe is on the golf course; however,
water from the city storm sewer system passes through it so participation by the city is
warranted, r£ replacement of the pipe is justified it must be coordinated With the off-
season of the golf course. The optimal time for replacement of th~ pipe may be after the
~otmd fi'eezes to prevent damage to the turf surface.

Rec o mmendation: ~:

$~;~: recommends performing the drainage study to analyze this area and provide a
recc>mmendation for improving the performance of the drainage system. An a~eement
would be drafted with the golf course to divide the costs of[he improvements and
provide access to the site to perform the work. The project would be brought back to the
City Council for authorization of the solicitation of bids and construction of the
improvements.

Ac[ion:

Morion to recommend city council authorize the drainage study for the area around 168th
a~l~ 7'EI 47.

Reviewed By:
,~.~istant Director of Public Works/P~ncipal City Engineer
