Assistant Public Works Director Olson explained the sewer and water hook up for this site is <br />Ii'om 143"~ Avenue, and the site does not directly benefit from this sewer and water extension. <br />I lowcvcr, staff feels the site plan is creating two entrances on a gravel road, and precedence is <br />that any project that has provided access off a gravel road must upgrade that road. The Staff <br />l,',eview Letter requires that Limonite Street be paved to City of Ramsey standards with concrete <br />curb and gutter matching the width of the existing radii and that the existing sanitary sewer and <br />watcrmain be extended down Limonite Street to the southern property line. These improvements <br />would be at the applicant's expense. <br /> <br />Mayor Gamcc suggested the possibility of the sewer and water extension being paid through the <br />sewer and wate,' fund. <br /> <br />('.ouncilmember Cook stated the applicant should be required to pay the cost of carrying the <br />sewer and water beyond his development on Limonite Street, as this is required of all <br />developments. <br /> <br />Assistant Public Works Director Olson advised this almost exact instance has occurred in the <br />pasl with the Northern Technologies site, which is located just south of 141st Avenue. The costs <br />were split between Northern Technologies, Ace Solid Waste and the City, and were outlined in <br />the business subsidy agreement. He explained if the Dave Perkins site were able to gain access <br />off et' 143~d Avenue there would not have been a requirement necessary to upgrade Limonite <br />Street. 'l'he upgrade was determined as part of the site plan review. <br /> <br />(:ouncihnembcr Elvig commented if the City were to pay for the cost of the sewer and water <br />extension it would set a new precedent and would add more contribution from the City above the <br />business subsidy agreement. <br /> <br />Dave Perkins, applicant, stated it is new to him that he will pay for the sewer and water. The <br />only reason he is using Limonite Street is that there is not enough room on 143rd Avenue for his <br />access. I lc is not gaining anything from this sewer and water extension. The reason the sewer <br />and water cxtension came up is because he questioned why he would install a $40,000 street to <br />have thc City tear it up in the future for sewer and water. He is willing to put the street in, and <br />thc Cily should be willing to pay for the sewer and water. <br /> <br />Mayor Gamec stated an assessment or charge should be for a benefit. It is intelligent to put the <br />pipe in thc street now, but he would question if this cost could be picked up when there is further <br />development. <br /> <br />Assistanl Public Works Director Olson replied costs could be collected with sewer and water <br />trt]nk fees. <br /> <br />Councilmember Elvig noted the Staff Review Letter states the extension of sanitary sewer and <br />watermain down Limonite Street will be paid and negotiated by the City Engineering <br />Department.
