The
pttrposc of' the organizational study is twofold: to define the ideal service delivery model for
Ramsey given the anticipated changes in population and demographics and to determine the
o,'g~mizational structure needed to implement and maintain Ramsey's ideal service delivery
model. On July 12, 2005, the City Council granted authorization to prepare a Request for
lh'oposals (RFP) for an organizational study. She advised an RFP was prepared and staff
received three proposals. The Personnel Committee discussed the study, and there were
c(mccms raised regarding the cost of the study.

Mayor Gamec explained the reason he questioned this study is because the City has conducted
some studies on personnel and the City's needs out to 2015. They looked at Town Center and
thc cost et' maintenance and the equipment that will be needed. He questions whether this
pm'titular study is really needed at this time, or whether the City Council should sit down and
Iool< at the needs.

City Council / October 25, 2005
