City Administrator Norman stated this study was a discussion item at the Council's goal setting <br />session. The study referred to by the Mayor was a fiscal impact study and was only for <br />budgetary purposes. This study would be much more in depth and would calculate what the <br />model o~' thc organization should look like. Staff recommends strongly that the Council go <br />I'orward with this study, which is within the budget projected. A portion of the study could likely <br />l~e fimdcd fi:om next year's budget. <br /> <br />Councilmember Cook stated this study is needed to determine if the organization is functioning <br />properly now and how personnel can function more properly. He had sticker shock at the price, <br />but it was explained that the department heads are willing to pay a portion of their budget for the <br />study. Ilo noted it is one thing to conduct a self evaluation, but it is another to have someone <br />clsc lot~lc at changes that could be made. <br /> <br />(;ouncihncn~ber Strommen stated this study is an entirely different process than a self evaluation, <br />a~d would be beneficial. She questioned how this study would intersect in terms of determining <br />the service delivery model based on demographic projections versus a policy decision of what <br />thc (;it), would like to provide to the residents. She asked if the study would include working <br />with the Council and the department heads so the policy piece fits in with those external factors. <br /> <br />I luman Rcsources Manager Reed indicated Council interaction will be an important piece of this <br />study. Shc agrees that it is irnportant to have the eyes from the outside looking in. <br /> <br />(iouncilmcmbcr Elvig stated he went through this process with his business and the benefit was <br />lremendous. There needs to be staff and Council objectives laid out first with a target for the <br />organization conducting the study. They all need to look at that target and determine the <br />deliverables on that target. To run an organization of this size is a monumental task, and it is <br />amazing what can be learned from this type of study. This cost of $45,000 for the study is a <br />s~cal, and it is a wonderful time to take this on. <br /> <br />Councihnember Pearson stated he was surprised at the cost of the study, but Assistant City <br />Administrator Nelson steered him to the answers he was looking for. He would be in favor of <br />~oving ahcad with a study like this. <br /> <br />Cotmcilmember Elvig inquired how far this dollar amount for the study will take them. <br /> <br />Ms. Rccd replied this study should take them through the recommendation phase. Springsted <br />wilI provide thc recommendation, but the implementation will be up to the City. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Personnel Committee for Case No. 1 and to adopt Resolution #05-10-364 <br />granting authorization to enter into a contract with Springsted, Inc. to conduct an organizational <br />stt_~dy ['or the City of Ramsey at a cost not to exceed $45,000. <br /> <br />Further discussion: Councilmember Elvig requested clarification that $45,000 is the cap for the <br />cost el'thc study.
