TRAFFIC AND VEHICLES <br /> <br />ARTICLE V. <br /> <br />DIVISIOOq 1. <br /> <br />Section 62-131 <br /> <br />Bicycles and Play Vehicles. <br /> <br />Generally <br /> <br />Regulation of roller devices. <br /> <br />(a) <br /> <br />(c) <br /> <br />Purpose. The purpose of this section is tO protect the public health and safety <br />ar/stag out of the use of'roller device~, such as skate boards, ~'oiler blades, roller <br />skates, in-line skates and roller skis w/thin the city. The council of the city finds <br />that there are certain public streets, ways and property wherein the operation and <br />use of such roller devices create an unnecessary potential danger to either the <br />user of such devices or the general public; and that the use of such devices in an <br />improper manner may cause destruction of progeny. <br /> <br />Definition--Roller device. As used in this section, the term "roller device" means <br />a non-motorized platform, foot board, sk/-tike device, shoe, boot or similar <br />object mounted on wheels and designed or intended to propel a rider by human <br />power or force of ~avity, including but not limited to, skate boards, roller ' <br />skates, roller blades, in-line skates and roller-skis. These devices do not include <br />wheel chairs operated for or by a disabled person, wagons or st-rollers. <br /> <br />Prottibition. It shall be unlawful for any perso~ to operate, ride or use a roller <br />device under the following circumstances: <br /> <br />(L) <br /> <br />In a careless, recldess or negligent manner or in a manner that <br />endangers or is likely to endanger any property or any person, <br />including the user of the roller device; or in such a manner as to <br />indicate either a willful or wanton disregard fo[' the safety of persons or <br />property. <br /> <br />(2) <br /> <br />In any area within the city while being pushed, pulled or in any way <br />propelled by any motorized vehicle or by a person on a bicycle. <br /> <br />O) <br /> <br />On private property without the express permission of the owner or <br />occupant or the property. <br /> <br />(4) Upon any city-owned parking lot, ramp or other parking facility. <br /> <br />(5) <br /> <br />Upon any public street or roadway where the posted speed limit is in <br />excess of 30 miles per hour. <br /> <br />(6) <br /> <br />Upon any public street, sidewalk or roadway after sunset and before <br />sunrise. <br /> <br />(7) <br /> <br />On any public street, alley, sidewalk or other public property in the <br />tbllowing area: On the east side of the Rum River, commencing at the <br />Rum River, then east on VanBuren Street to Fourth Avenue, then south <br />on Fourth Avenue to Monroe Street, then west on Monroe Street to the <br />Rum River, except for the sidewalk adjacent to the north side of <br />VanBuren Street, the sidewalk adjacent to the south side of Monroe <br />Street, and the sidewall< adjacent to the east side of Fourth Avenue. <br />Unless otherwise specified, the described area includes all sidewalks <br /> <br />~ of 2 <br /> <br /> <br />
