Entering or leaving the lands of others. No person may enter or leave the lands of <br /> another with a recreational motor vehicle or pass from one portion of such lands to another <br /> portion, through a closed gate, without returning the gate to its original position. No person may <br /> enter or leave the lands of another with a recreational motor vehicle by cutting any wire or <br /> destroying any fence. <br /> <br /> Subd. 5. Mufflers. Every recreational vehicle must at all times be equipped with a working <br /> muffler which blends the exhaust noise into the overall vehicle noise and is in constant <br /> operation to prevent excessive or unusual noise. <br /> <br /> Subd. 6, Noise limits. The Minnesota Pollution Control Agency Noise Pollution Control <br /> Section, NPC-4 Motor Vehicle Noise Limits are adopted. A violation of those limits is a violation <br /> of this section. <br /> <br /> Subd. 7. Others responsible. It is unlawful for the owner of a recreational vehicle or the parent <br /> or guardian of a juvenile operator of a recreational vehicle to knowingly or negligently permit the <br /> operation of the vehicle in violation of this section. <br /> <br /> (Code 1980, § 51.07) <br /> <br /> State law references: Off-mad vehicles, Minn. Stat. § 84.797 et seq. <br /> <br />Sec. 51-8. Definitions. , <br /> <br /> (a) Self-prope/led devices. The term "self-propelled device" means "a non-motorized platform, <br /> footboard, ski-like device, shoe, boot, or similar object mounted on wheels and designed and <br /> intended to propel the rider by human power or force or by gravity, including, but not limited to: <br /> .~:~:-~:~::..~,~-&~, roller skis, scooters, roller skates and in-line skates. The definition does not <br /> include a wheel chair operated by a disabled person, bicycles, wagons or strollers." <br /> <br /> (b) Prohibited acts. <br /> (i) No person may a~tach a rider of any self-propelled device to any motor vehicle <br /> upon a street or roadway in the City of Stillwater. <br /> (ii) People using self-propelled devices may not obstruct any sidewalk, lane, alley, <br /> public ground, public landing, wharf or pier, or any other public place by placing any <br /> building materials, carriages, carts, boxes, lumber, firewood, posts or rails or any other <br /> materials or substances whatsoever to be used as ramps or guides for other <br /> .:.;.;,:~i:~¥:.,-::~:r.~:: or other self-propelled devices. <br /> (iii) No person may ride or propel a self-propelled device on any sidewalk, public <br /> street or public walkway within the City of Stillwater, in a manner that endangers or is <br /> likely to endanger other persons or property. <br /> (iv) Self-propelled devices may not be used in any manner whatsoever where <br /> prohibited by signs. Self-propelled devices may not be used in any pedestrian mall, <br /> enclosed public mall, arcade, courtyard, galleria, gallery, piazza or public square or other <br /> type of indoor public pedestrian way, without .the express .written permission of the <br /> owners. The document granting permission must be available for presentation to law <br /> enforcement. <br /> <br /> (v) Use of a self-propelled device is forbidden'on the private property of another <br /> without the written permission of the owner.
