Designation of roadways for use. That all roadways within the city except those <br />Fortions located within the central business district, are authorized for the operation of <br />~otorized/electric carts (hereinafter "vehicles") within the meaning of Minnesota Statute Section <br />159.045. Power wheel chairs and power scooters that are commonly used for the mobility of persons <br />wilh disabilities are not included within this definition. <br /> <br /> Subd.2, Permits. Only persons in possession of a duly authorized permit are allowed to operate <br />ii, ese vehicles and only on the streets specifically designated in their permit and in accordance with all <br />c, ther' provisions of this ordinance. Permits authorizing the use of these vehicles shall be issued at the <br />ciisc,'etion of the City of Stillwater Police Chief or his designee, taking into consideration the safety, and <br />welfare of the citizens of the ~ity. Permits shall be valid for one yearand be annually renewable. <br /> <br /> (1) Requirements for issuance of permit: <br /> <br /> a. Applicant must be at least 18 years of age. <br /> <br /> b. Evidence of liability insurance complying with the provisions of MS. section <br /> 65B.48, Subd. 5. <br /> <br /> c. Valid Minnesota driving privileges or certification by a licensed physician <br /> that applicant is able to safely operate the vehicle on designated roadways, <br /> <br /> d.
