(viii) The city council may, by resolution, prohibit the operation of self propelled devices within areas of the city, provided that the Resolution is recommended by the police chief and the city council finds that the prohibition is necessary to protect pedestrians or to eliminate hazards. Designation of roadways for use. That all roadways within the city except those Fortions located within the central business district, are authorized for the operation of ~otorized/electric carts (hereinafter "vehicles") within the meaning of Minnesota Statute Section 159.045. Power wheel chairs and power scooters that are commonly used for the mobility of persons wilh disabilities are not included within this definition. Subd.2, Permits. Only persons in possession of a duly authorized permit are allowed to operate ii, ese vehicles and only on the streets specifically designated in their permit and in accordance with all c, ther' provisions of this ordinance. Permits authorizing the use of these vehicles shall be issued at the ciisc,'etion of the City of Stillwater Police Chief or his designee, taking into consideration the safety, and welfare of the citizens of the ~ity. Permits shall be valid for one yearand be annually renewable. (1) Requirements for issuance of permit: a. Applicant must be at least 18 years of age. b. Evidence of liability insurance complying with the provisions of MS. section 65B.48, Subd. 5. c. Valid Minnesota driving privileges or certification by a licensed physician that applicant is able to safely operate the vehicle on designated roadways, d.
