38

To extrapolate how that would project to Ramsey's acreage needs at a population of
50,000, staff 'reduced' Coon Rapids' actual 63,000 population to a fictitious 50,000, (an
approximate 21% reduction) - and then applied that same percentage 'reduction' to the
29 acres of land, resulting in about 23 acres of need at 50,000 residents. This same
approach was used with Brooklyn Park's actual 73,000 residents, resulting in a land need
(at 50k residents) of 20 acres. Attached is a chart that illustrates this result.

Since the current Public Works Campus has approximately 8.2 acres, it is apparent that
this land, even with the addition of the KIH property (3.2 acres), will be undersized to
handle the future operational and maintenance needs of our community so it is evident
that acquisition of additional property for Public Works will be required.

There are a number of ways to remedy this situation and Staff has analyzed a number of
them initially and have listed them for discussion purposes.

· Expand the Public Works Campus
· Acquisition of 35 acres near Fire Station No. 1
· Acquisition of land on the south side of the landfill (north of Sunwood Drive)

The following is a summary of the advantages and disadvantages of each of the potential
solutions:

£xpand the current Public Works Campus (see attached map) Advantages:
1. B&A Cylinder Head (4.1 aces) is currently an underutilized property and is being
discussed as an Economic Development redevelopment property.
2. Bury and Carlson (20.7 acres) is currently an underutilized property as far as
potential tax revenue.
3. Located in industrial area and backs up to the railroad.
4. Expansion possibilities can occur as the population ~ows.

Disadvantages:
1. B&A Cylinder (4.1 aces) is located directly across from the Town Center and
could be a valuable property as it relates to tax revenue.
2. Bury and Carlson (20.7 acres) may be redeveloped in the future to provide a
better tax revenue (similar to the Makken property) and it is also located across
the street from the existing site.
3. Bury and Carlson has indicated that they are not willing to sell when we entered
into negotiations years ago for the extension of McKinley Street and therefore
could likely require eminent domain.
Every expansion decreases potential tax revenue.

Acquisition of 35 acres near Fire Station No. 1.(see attached map) Advantages:
1. Combined use with Fire Station and Water Treatment Facility
2. Land acquisition could be for the entire 35 acres due to multiple uses.
3. Parking lot constructed for City Council Chambers, which will be moved to the
Town Center, so there is a possibility of shared parking between Fire and Public
Works
