Case #4: Consider Storm Sewer Improvements at 168th and TH 47 Assistant Public Works Director Olson stated staff received a call from a resident after the recent heavy ruins regarding the level of water in the adjacent pond. Staffvisited the site and found that ~hc water level in the pond was elevated. The site is north of 168th Avenue and west of TH 47. 'I he~'e is a drainage route out of the pond that includes the ditches along 168th Avenue, a culvert trader TI [ 47 and ponds, swales and a pipe across the Rum River Hills Golf Course. The pipe under 168t~ Avenue was not draining so the water was pumped over 168th Avenue. The system downstream across the golf course was flowing; however, it drained slowly. The water flows i~to thc R. um River on the east side of the golf course. The size of the pipe was checked after the water level was lowered. The pipe may be too small for the area draining to it. He advised a c]~'aina.gc study should be performed to verify the size of pipe required for this area. The analysis ca~ bc pcrlbrmed by staff. The pipe is on the golf course; however, water from the City storm sewer system passes tl-u'ough it so participation by the City is warranted. If replacement of the . pipt: is justified it must be coordinated with the off-season of the golf course. The optimal time f'or replacement of the pipe may be after the ground freezes to prevent damage to the turf surface. /kssistant Public Works Director Olson advised staff recommends performing the drainage study to analyze this area and provide a recommendation for improving the performance of the ch'aimtgc system. An agreement would be drafted with the golf course to divide the costs of the improvements and provide access to the site to perform the work. The project would be brought back to the City Council for authorization of the solicitation of bids and construction of the improvements. .'Motion by Mayor Gamec, seconded by Councilmember Olson, to recommend that the City ( 7o u nc il authorize the drainage study for the area around 16 8th Avenue and TH 47. (;ase #5: Project Closeout of TH 47 Improvement Project City [2~gineer Jankowski explained in May of 2000 construction was initiated on TH 47 between 142'''~ /\venue and Alpine Drive, which created a divided median with turn lanes and substantially widened the driving lanes. The City undertook the role of lead agency for this project as it was a high priority for the City. MnDOT assisted with this project by providing crmstruction inspection and preparation of pay estimates for work performed by the contractor. lit: explained the project was opened to traffic in the fall of 2000, however, approximately ';5/)0,000 of the total $4.9 million project was incurred for work, which was performed over the s~tcceeding construction year of 2001. The work done in 2001 included the installation of landscaping which the specifications stated must survive for two years before final payrnent can l)t: processed. The last payment the City processed on this project was made in August of 2002. Thc pt'i~m contractor on this project, Richard Knutson Inc., has never requested any additional payment, however, a landscaping subcontractor that provided trees for the project has requested Public Works Committee / October 18, 2005 Page 5 of 8
