<br />7.05: Introduce Ordinance #22-26 Amending the City Charter Prohibiting Membership on <br />City Boards and Commissions of Non-City of Ramsey Residents <br /> <br />City Administrator Hagen reviewed the staff report and stated the procedures are the same as the <br />last case. He asked if this also applies to EDA members. <br /> <br />City Attorney Knaak stated the EDA is a separate authority and they are not excluded. He added <br />if this is a concern it should be expressed in the motion. <br /> <br />Councilmember Woestehoff asked if this excludes any joint power agreement. <br /> <br />City Attorney Knaak said it does not and the clarification would be useful. <br /> <br />City Administrator Hagen added it would be beneficial to identify the boards or commissions that <br />should be held to membership of City of Ramsey residents. <br /> <br />Councilmember Musgrove stated this Charter section is specifically for boards and commissions <br />and asked if there is another section that talks about the EDA. <br /> <br />City Attorney Knaak said he did not think so. <br /> <br />Councilmember Musgrove shared she was also thinking about the Lower Rum River Water <br />Management Organization and asked if these would not be appointed from the body. <br /> <br />Councilmember Specht asked if the idea is that the boards be opened up to other residents to ensure <br />there are enough as well as having a vested interest in Ramsey. <br /> <br />City Administrator Hagen explained that State statute does not restrict residents to serve on the <br />boards and the Charter is more restrictive. The Council does appoint members. <br /> <br />Councilmember Heineman shared his support of this with the exception of the joint powers <br />agreement. He also shared he has an issue with letting non-resident business owners make <br />decisions for Ramsey. <br /> <br />Councilmember Howell asked if this would include future boards. <br /> <br />City Attorney Knaak said yes if the language were set up that way. <br /> <br />Motion by Councilmember Woestehoff to table this item until the November meeting. <br /> <br />Further discussion: <br /> <br />Councilmember Howell asked if this should be passed tonight as the Charter Commission has a <br />meeting coming up before the next Council meeting. <br /> <br />City Council / October 11, 2022 <br />Page 11 of 13 <br /> <br /> <br />
