.-'`I_ssistant Community Development Director Frolik explained the R-1 Residential regulations for <br />dat NII SA allow a net density of 3 units per acre. As submitted, the preliminary plat has a net <br />density of 2.4 units per acre for just the residential portion of the plat. Some of the proposed lots <br />do noc meet R-1 Residential standards for area and width. The applicant has applied for a <br />rezoning to Planned Unit Development (PUD), which if approved would permit these deviations. <br />Orading and drainage plans have been reviewed and required revisions are listed in the City Staff <br />review letter. <br />tvis. Frolik stated that connections to 152"d Lane to the east and Helium Street to the south are <br />proposed. A future connection is also provided in the southeast corner of the plat near 152nd <br />Avenue, though this connection will not be completed at this time. The preliminary plat <br />,proposes to utilize the existing City Hall access onto Nowthen Blvd. as a temporary access. <br />Building will not be permitted on Lot 1, Block 2 and Outlot A until this access is made <br />Permanent. Staff has sent the preliminary plat to Anoka County for review and comment. <br />Assistant Community Development Director Frolsk;stated .the Landscaping flan zs ,acceptable. <br />City Staff is recommending the addition of plantings along Nowthen Blvd.z`and` Apure rive. <br />The Tree Preservation Plan is also acceptable. A majority of the trees will have to be removed <br />From the site, but the trees to be removed do not merit special status. However, Staff is <br />recommending new ,plantings beyond the minimum requirements because ,off the.. significant <br />number of trees that are"being removed the advised the Park and Recreatlon Comm siou.` nade <br />some preliminary suggestions for. park dedication that include s,ggestions fo <br />r-*141aygroundarea. <br />The preliminary plat will be submitted to the Park Commissiontr.a final recc�anmendation. LttterS.he doted csr the record <br />the City received two letters from Nichole O'Connell expressing opposition to the plan, <br />specitically the connection of 152nd Lane. <br />Commissioner Brauer stated he will be abstaining from this case due to potential involvement of <br />the School District. <br />Chairperson Nixt inquired if the applicant is present to speak. <br />Assistant Community Development Director Frolik noted that the applicant is not present at this <br />time; as he was informed this case would likely be discussed later in the evening. <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to continue the public hearing <br />to allow the applicant time to arrive. <br />Planning Commission/November 3, 2005 <br />Page 7 of 31 <br />-243- <br />
