F • <br />Commissioner Watson stated he can sympathize with Ms. 0' Connell. For the first seven years <br />he lived in Ramsey they lived on a dead end street. When the land was developed next to them <br />they had these same concerns. One of the things that seemed to help was sidewalks being <br />installed. Once the road went through they realized their concerns were not as magnified as they <br />thought they would be. He asked if Ms. O'Connell would be more in favor of the road if <br />sidewalks were installed. <br />Ms. O'Connell replied she would like things like sidewalks, speed bumps, slowing signs, and a <br />park. <br />City Engineer Jankowski indicated in the case of Commissioner Watson's neighborhood, the <br />sidewalk was funded through the City's sidewalk fund. This is. not the only way it could be <br />funded. Sidewalks could be included in the development agreement for a plat. <br />Commissioner Watson expressed .preference for the sidewalks being.installed by the. developer. <br />City Engineer Linton explained stop signs sometimes work, but studies .have shown if a stop sign <br />is put in to control speeds .people tend to speed up between them, making the situation worse. <br />Whereas, if stop signs are used for the intended purpose to avoid conflicts and provide an orderly <br />manner to progress through. the intersection safety is improved. Staff would look at the traffic <br />patterns to determine if there is justification for a stop sign and proceed from there. <br />Jim Nielson, Attorney representing the property owners at 5566 152nd Avenue NW, stated his <br />clients' property is to the east of the southeast portion of the plat, sots 1 and 2. Block 5 and Lots <br />5 and 6, Block 4. He stated his clients own the two parcels that adjoin this parcel. His clients <br />also own the parcel to the north of 152"d Avenue NW. Mr. Nielson stated the problem his clients <br />have with what is being planned is that the road between Blocks 4 and 5 extended through their <br />property would come very close to their sidewalk and their house.
