CASE # Q <br />REQUEST TO REZONE CERTAIN PROPERTY FROM B-1 BUSINESS AND <br />PUBLIC/QUASI-PUBLIC TO PLANNED UNIT DEVELOPMENT, AND R-1 <br />RESIDENTIAL TO PUBLIC/QUASI-PUBLIC; <br />CASE OF GM LAND DEVELOPMENT <br />By: Asst. Community Development Director Sylvia Frolik <br />13ackground: <br />GM Land Development has submitted an application for a plat to be named The Meadow. The <br />property being platted is currently owned by the Developer, City of Ramsey, Dr. Torn Anderson <br />(Ramsey Dental), and 3 private residents south of City Hall. The plat consists of 50 acres located <br />m the southeast quadrant of C.S.A.H. #5 and Alpine Drive. The development proposal for the <br />plat consists of 46 new single family lots, reconfiguring 3 existing single family lots and a <br />commercial lot, and 2 future sites for public/quasi-public use. The following items are enclosed. <br />for vour information: <br />a) Site location map <br />b) Preliminary Site Plan <br />c) Proposed Findings of Fact <br />d) Proposed Ordinance <br />Notification: <br />'State statute requires notification of the public hearing to owners of property within 350 feet of <br />the subject property. Staff attempted to notify property owners within 700 feet of the subject <br />property of the request for rezoning. <br />Observations: <br />1 he development proposal consists of reconfiguring the northwest commercial corner and <br />platting single family lots along the north and east boundary of the plat where the current zoning <br />i:: I3-1 Business and Public/Quasi Public. GM has applied for the Comprehensive Plan <br />Amendment to reconfigure the existing land use .designations in this area of the plat to include <br />low density residential. As -a follow up to the Comprehensive Plan Amendment, a portion of the <br />commercial site (dental office) and a portion of the Public -Quasi -Public site (City Hall campus) <br />would have to be rezoned to R-1 Residential. However, the developer is requesting a rezoning to <br />Planned Unit Development rather than R-1 Residential in order to adjust the lot area and width of <br />the single family lots for efficient land use that would preserve the maximum amount of property <br />possible for future public uses. <br />• <br />-277- <br />
